Technical Notes 2023, Issue 194 - Clachan of Campsie – Vandalised Festive Lights on Trees

  1. The purpose of the Technical Note is to provide Members with an update on the festive lights at Clachan of Campsie.

  2. Upon inspection by the Roads Streetlighting Team on Sunday 12th November in advance of the festive lights being checked and tested in advance of the actual switch on, it was discovered that the lights and associated fuse boxes had been cut and removed by persons unknown.

Technical Notes 2023, Issue 192 - Scottish Youth Parliament Elections - Technical Issues with Voting and Pause of Election

  1. This Technical Note is to inform Elected members that elections for Members of the Scottish Youth Parliament (MSYP’s) have been taking place across Scotland. Voting started on Monday, 6 November and was due to close on Sunday, 19 November.
  2. East Dunbartonshire young people were voting to elect 1 MSYP for the Clydebank and Milngavie constituency and 2 MSYP’s for Strathkelvin and Bearsden. In total we have 5 candidates standing.

Technical Notes 2023, Issue 191 - East Dunbartonshire Health and Social Care Partnership Integration Scheme Review

  1. Greater Glasgow and Clyde NHS Board and East Dunbartonshire Council established a Health and Social Care Partnership (HSCP) on 27 June 2015.  The HSCP was formally established by an Integration Scheme approved by the Council and Health Board and by Parliamentary Order.  The Scheme was last updated in 2016 to extend the scope, including children’s and justice services.
     

Technical Notes 2023, Issue 188 - Update on Bearsden Hub

  1. Further to Technical Note 178 issued on 30 October, we advised Members our structural engineering consultants have confirmed the presence of RAAC within the rear section of Bearsden Hub and that the building will need to close until further notice.
  2. The tender process to appoint a firm of consultants to re-design the roof, provide cost reports and prepare tender documents has completed, with an appointment imminent. Initial cost estimates are expected in early January 2024.  

Technical Notes 2023, Issue 190 - Reconvened Meeting of the Planning Board

  1. The purpose of this Technical Note is to update Members in relation to arrangements for reconvening the Planning Board meeting originally scheduled for 31st October 2023.    
  2. Members will be aware that it was not possible for the Planning Board to meet on 31st October due to technical issues with the Public-I meeting system. These issues arose from an outage involving a BT exchange which, in turn, impacted the Public-I server. This is something that could not have been anticipated.

Technical Notes 2023, Issue 189 - Bearsden Primary School – loss of heating

  1. The Technical Note is to inform Elected Members that Bearsden Primary School suffered a loss of heating over the weekend and into this morning.
  2. The heating was reinstated by 10:15am this morning by the contractor.  A delivery of electric heaters arrived around 11:45am to assist with bringing the temperature of school up, however, the temperature has not risen fast enough.
  3. Due to lack of heating in the school, a decision was made to close the school at 1:30pm today.

Technical Notes 2023, Issue 187 - Kirkintilloch BID Ballot Update

1. The purpose of this Technical Note is to provide Elected Members with an update on the Kirkintilloch Business Improvement District (the BID) following a report to the Place, Neighbourhood & Corporate Assets Committee on 24th August 2023.

Project Update

2. Report PNCA/073/23/DG agreed to approve the BID Business Plan and a financial contribution over the five year term, subject to a successful ballot.

Technical Notes 2023, Issue 186 - 16 Days of Action

1. The purpose of this Technical Note is to advise Elected Members of the 16 Days of Activism Against Gender-Based Violence.

The 16 Days Campaign is a global opportunity to fight gender-based violence, promoting:

•    the safety of women and men;
•    highlighting the nature and prevalence of gender-based violence;
•    raising awareness of the issue as a human rights concern; and
•    strengthening efforts to combat gender-based violence.

Technical Notes 2023, Issue 184 - Funder Fair, Saturday 18th November 2023

  1. The purpose of this note is to advise Elected Members of the planned East Dunbartonshire Funder Fair on Saturday 18 November 2023, from 10am until 2pm at Kirkintilloch Campus, New College Lanarkshire.

  2. The CLD (Community Learning and Development) Strategic Partnership are overseeing the ‘Empowering Communities – Building Stronger’ programme of capacity building, maximising shared prosperity funding ensuring lasting legacy.
