Details: 
  1. Further to Technical Note 178 issued on 30 October, we advised Members our structural engineering consultants have confirmed the presence of RAAC within the rear section of Bearsden Hub and that the building will need to close until further notice.
  2. The tender process to appoint a firm of consultants to re-design the roof, provide cost reports and prepare tender documents has completed, with an appointment imminent. Initial cost estimates are expected in early January 2024.  
  3. Design, building warrant and tender documents will be finalised between January and April 2024, with procurement of a main contractor expected thereafter.
  4. Currently officers are projecting all works will be complete by Autumn 2024. This remains subject to review as the design develops and the construction programme emerges. Opportunities for introducing physical measures to implement a partial re-opening of the building will be assessed by the appointed consultants early in the design process and where those are feasible and deemed safe to do introducing these will be progressed. Updates will be provided as the project progresses.
  5. Given the likely extended period of closure, officers have established a working group to discuss and agree how services currently accessible from the Hub could be provided elsewhere in the Bearsden area during the closure period. 

This includes an assessment of the following:

  • Public toilet facilities
  • Library facilities
  • Access to archive materials
  • Registration Services
  • Customer Services
