Technical Notes 2023, Issue 183 - General Fund Revenue & Capital Monitoring

  1. The purpose of this note is to advise Members of the intention to report on the Council’s General Fund update, for both Capital & Revenue at Period 6, to Council on the 14 December 2023.
     
  2. Members will be aware that both the prevailing Terms of Reference and Financial Regulations refer to this business ordinarily being discharged through the Council’s Policy & Resources Committee.  However, the Council can discharge any business otherwise taken to any Council Committee and Members are asked to note this intention.

    Technical Notes 2023, Issue 182 - Notification of joint inspection of adult support and protection arrangements in East Dunbartonshire

    1. On 16 October 2023 the Care Inspectorate wrote to the Chief Executive of East Dunbartonshire Council to advise that the Care Inspectorate, Healthcare Improvement Scotland and Her Majesty’s Inspectorate of Constabulary in Scotland will undertake a joint inspection of adult support and protection arrangements in East Dunbartonshire. Similar notification letters were received by the Chief Executive of NHSGGC and the leadership of Police Scotland.

    2. The focus of the joint inspection will be to provide:

    Technical Notes 2023, Issue 180 - Traffic-Free Schools – Project Update October 2023

    1. The purpose of this Technical Note is to provide Members with an update on progress being made to implement the Council’s Traffic-Free Schools pilot project. 
    2. Within the Parking Management Plan, the Council committed to piloting a Traffic-Free Schools project (PNCA/039/22/AL).  This is where sections of road immediately outside the entrance to schools are subject to prohibition of driving restrictions for a short time, at the start and end of the school day.  Specifically, between 08.30am - 09.15am and 14.30pm - 15.15pm.

    Technical Notes 2023, Issue 179 - Announcement of Phase 3 LEIP Funding

    1. Members will be aware that funding bids were submitted to the Scottish Government (SG) to secure Phase 3 LEIP funding to deliver the new Balmuildy Primary School and new Lenzie Academy.  The original decision on the award of funding was expected in December 2022, however there have been a number of delays in announcing the successful bids; these delays have been conveyed to Members through various Outstanding Business Statements.

    Technical Notes 2023, Issue 177 - HR Appeals Board – 28th November 2023

    1. The purpose of this Technical Note is to update Members in relation to the HR Appeals Board (HRAB) meeting scheduled for 28th November 2023.  

    2. The HR Appeals Board currently scheduled to take place on 28th November is clashing with a meeting which a number of Members are required to attend.  In addition, there is currently no business for the HRAB.

    Technical Notes 2023, Issue 175 - Mavis Valley Booking System

    1. The purpose of this technical note is to advise Members on the performance of the Mavis Valley Household Waste Recycling Centre Booking System.  This follows a request at the PNCA Committee on 26 January 2023 for information in regard to non-attendance booking requests.

    2. The booking system was introduced at the facility on Monday 16 August 2021, requiring residents to pre-book before visiting the site.  Booking requests can be made both online or via the Customer Contract Centre, with 12 slots available every 15 minutes, and slots being available 2 weeks in advance.

    Technical Notes 2023, Issue 174 - Civic Government Appeals Board – 30 October 2023

    1. The purpose of this Technical Note is to update Members in relation to the Civic Government Appeals Board (CGAB) meeting scheduled for 30 October 2023.  

    2. Members are advised that there is no business for this meeting of the CGAB to consider. 

    3. A cancellation notice will be issued and the meeting removed from Members’ diaries.

    4. The next scheduled meeting of the CGAB is 10am on 11 December 2023, which will proceed subject to business.

    Technical Notes 2023, Issue 173 - Westerhill Development Road (WDR) - Ground Investigation Surveys

    1. The purpose of this technical note is to notify Members of forthcoming Ground Investigation (GI) surveys, associated with the Westerhill Development Road project, which are scheduled to begin on 23rd October. The surveys will be undertaken over a 4-week period, ending on 24th November.
    2. The surveys will involve the localised excavation of ground to form trial pits and the use of a drilling rig to undertake sample boreholes across a variety of locations in the Westerhill area.
