Technical Notes 2023, Issue 155 - National Pay Bargaining – Updated Pay Offer

  1. As we mentioned in our previous update in Technical Note 154 on Friday 22 September advising of strike action in relation to an ongoing pay dispute between COSLA and Trade Unions GMB, Unison and Unite, an updated pay award offer was made on Thursday 21 September.
     

  2. In response to this offer both GMB and Unite agreed to suspend the strike action planned for Tuesday 26, Wednesday 27 and Thursday 28 September.
     

  3. Unison confirmed its members would still be undertaking strike action on these three days.
     

Technical Notes 2023, Issue 152 - City Deal Update

The purpose of this Technical Note is to provide Elected Members with an update on the East Dunbartonshire City Deal Project (the Project) following a request at the Policy & Resources Committee on 7th September 2023.

Project Update

Report PNCA/027/23/DG was approved at Council in June 2023. This provided a range of updates on the Project. Recommendations in the report were approved and these will inform the next report to Council, which is expected to be December 2023.

Technical Notes 2023, Issue 147 - Retirement

I would like to advise councillors of my intention to retire from the position of Chief Executive in January 2024, by which time I will have held the position for 15 years.

Whilst I will be sad to leave the organisation, where I have held a number of roles since it was established following local government reorganisation in 1996, the time is right for me to hand over the reigns to a successor for the new changes and challenges ahead.

Technical Notes 2023, Issue 146 - Energy Performance Certificate Reform 

The purpose of this Technical Note is to summarise the Scottish Government’s proposed reforms on Energy Performance Certificates (EPCs) and gather feedback on the Council response to the consultation. In 2021, Scottish Government held an initial consultation on EPC reform, the results of which were published in 2022. Feedback from that consultation, and further policy development, have led the Scottish Government to propose wider reforms to both domestic and non-domestic EPCs to ensure that they are fit for purpose.

  1. Further to the previous update in Technical Note 147 on 14 September advising of strike action in relation to an ongoing pay dispute between COSLA and Trade Unions GMB, Unison and Unite led to a further updated pay award offer being made on Thursday 21 September.
     
  2. In response to this offer both GMB and Unite have agreed to suspend the strike action planned for Tuesday 26, Wednesday 27 and Thursday 28 September.
     
  3. However, Unison has confirmed that its members will still be undertaking strike action on these three days.
     

Technical Notes 2023, Issue 153 - Climate Action Plan: Net Zero Evidence & Options Report

  1. A report setting out the evidence collected to date to support the preparation of the Climate Action Plan will be taken to Council on 28 September, 2023 (EDC/011/23/NU).   The report presents a recommended pathway to achieve net zero emissions, along with target dates and the key actions required to support them. 
     

Technical Notes 2023, Issue 148 - HR Appeals Board – 26 September 2023

  1. The purpose of this Technical Note is to update Members in relation to the HR Appeals Board (HRAB) meeting scheduled for 26 September 2023.
  2. Members are advised that there is no business for this meeting of the HRAB to consider. 
  3. A cancellation notice will be issued and the meeting removed from Members diaries.
  4. The next scheduled meeting of the HRAB is 10am on 31 October 2023, which will proceed subject to business.

Technical Notes 2023, Issue 147 - National Pay Bargaining – Notice of Industrial Action

  1. Further to the previous update in Technical Note 143 on 6 September advising of strike action in relation to an ongoing pay dispute, while negotiations are ongoing at a national level, the Council has received notice from GMB, Unison and Unite Trade Unions of intended strike action by its members on Tuesday 26, Wednesday 27 and Thursday 28 September.
