Technical Notes 2023, Issue 163 - Remembering Together - Covid Memorial Project Update

  1. The purpose of this Technical Note is to update Members on the progress of East Dunbartonshire’s Covid Memorial Project.
  2. Remembering Together is being delivered by greenspace Scotland at the request of the Scottish Government and involves commissioned artists working with partners, communities, faith groups and those most affected by Covid in all 32 local authority areas to create Covid memorial projects.

Technical Notes 2023, Issue 161 - Funding for Flood Mitigation

  1. The purpose of the Technical Note is to provide Members with an update following a question posed at the Policy & Resources Committee held on Thursday 7th September 2023.
  2. The question posed pertained to the Policy & Resources Committee papers, Item 6, pages 49 to 63, the General Services Capital Programme Monitoring Report 2023/24 – Period 3 (PR/008/23/AB) and specifically mentions page 57 (Appendix 1 – Expenditure Forecasting) and the line referencing Flood Mitigation.

Technical Notes 2023, Issue 158 - Scottish Government - Nature Restoration Fund – 23/24

The purpose of this technical note is to advise Members on the grant received from the Scottish Government with regard to the Nature Restoration Fund.

The grant for this financial year from the Scottish Government (received in late June 2023) totalled some £266,000 and needs to be committed and spent in the current financial year. 

As per the guidance associated with the fund the high-level expectation is that Local Authorities will begin to develop projects which will contribute to establishing Nature Networks in their area.

Technical Notes 2023, Issue 159 - Kirkintilloch Community Sports Complex

  1. The Council has received an approach from a local junior football team, Rossvale FC, to host their upcoming Scottish Junior Cup match versus Darvel on the 7th October at the new Kirkintilloch Community Sports Complex (KCSC).  The Club have been struggling to source suitable accommodation to host the tie and have identified the KCSC as the only realistic opportunity in the local area.
     

Technical Notes 2023, Issue 155 - National Pay Bargaining – Updated Pay Offer

  1. As we mentioned in our previous update in Technical Note 154 on Friday 22 September advising of strike action in relation to an ongoing pay dispute between COSLA and Trade Unions GMB, Unison and Unite, an updated pay award offer was made on Thursday 21 September.
     

  2. In response to this offer both GMB and Unite agreed to suspend the strike action planned for Tuesday 26, Wednesday 27 and Thursday 28 September.
     

  3. Unison confirmed its members would still be undertaking strike action on these three days.
     

Technical Notes 2023, Issue 152 - City Deal Update

The purpose of this Technical Note is to provide Elected Members with an update on the East Dunbartonshire City Deal Project (the Project) following a request at the Policy & Resources Committee on 7th September 2023.

Project Update

Report PNCA/027/23/DG was approved at Council in June 2023. This provided a range of updates on the Project. Recommendations in the report were approved and these will inform the next report to Council, which is expected to be December 2023.

Technical Notes 2023, Issue 147 - Retirement

I would like to advise councillors of my intention to retire from the position of Chief Executive in January 2024, by which time I will have held the position for 15 years.

Whilst I will be sad to leave the organisation, where I have held a number of roles since it was established following local government reorganisation in 1996, the time is right for me to hand over the reigns to a successor for the new changes and challenges ahead.
