Details: 
  1. Greater Glasgow and Clyde NHS Board and East Dunbartonshire Council established a Health and Social Care Partnership (HSCP) on 27 June 2015.  The HSCP was formally established by an Integration Scheme approved by the Council and Health Board and by Parliamentary Order.  The Scheme was last updated in 2016 to extend the scope, including children’s and justice services.
     
  2. Integration Schemes are required by statute to be reviewed within five years from initial approval. At its meeting on 27 February 2020, the Council considered an updated Integration Scheme and gave approval to enter the statutory consultation stage. This was interrupted by the Covid pandemic, so was delayed with the approval of the Scottish Government. Work to resume the statutory review has now recommenced and a number of technical updates have been incorporated in order to achieve, where practicable, consistency where this would help to harmonise cross-Partnership issues such as planning of hospital services and hosting arrangements. The changes include:
  • Tense updated and updating outdated terminology and references.
  • Adopting common numbering and naming conventions.
  • Refreshing the Finance Section to ensure greater consistency and clarity.
  • Reflecting new legislation and General Data Protection Regulation (GDPR).
  • Clarifying arrangements for services that are hosted.
  1. Even though the nature of the proposed changes to the Integration Scheme are limited, the law requires consultation with prescribed consultees. The consultation has now been launched with a closing date of 12 January 2024. Thereafter, comments will be taken into account when finalising the Integration Scheme for consideration for approval by the Council and Health Board.
