Technical Notes 2021, Issue 53 - Planning for Place – Community Support Service Delivery during the Covid-19 Pandemic

Following discussion at Council on 18 March 2021, Members requested further detail on mitigation measures introduced and further detail of how residents had accessed services during the Covid-19 pandemic. This technical note provides that further detail.

Technical Notes 2021, Issue 18 - Opening of the New Oakburn Early Years Centre

  1. The purpose of this technical note is to inform Elected Members of the handover and opening of Oakburn Early Years Centre (EYC).
     
  2. Following the handover of Oakburn EYC in Milngavie, staff have been working setting up the learning spaces.  Education have worked with Assets and Health and Safety to address a number of minor issues.
     

Technical Notes 2021, Issue 26 - Planning and Building Standards - Performance and Site Visits

This Technical Note has been provided following a question at the Special Meeting of Council on 18 March 2021 in relation to Planning and Building Standards – Performance and Site Visits. Page 143 of report CE/01/21 Strategic Planning and Performance – Business and Improvement Plans 2021-2024 provided details of the proposed quarterly indicators for the Land Planning and Development Service for 2021/22. In order to benchmark, performance for 2019/20 was provided as the most recent full year of data available.

Technical Notes 2021, Issue 20 - Update Dalkeith Avenue, Wellington and Westerhill Road, Bishopbriggs – No Waiting and No Loading Restrictions

1. The purpose of this technical note is to provide clarification on the Traffic Regulation Order affecting Dalkeith Avenue, Wellington and Westerhill Road, Bishopbriggs following a question at PNCA Committee held on 12 November 2020.

2. The new section will run along Westerhill Road to Wellington Road and Dalkeith Avenue (pictured) and is an extension to the section that was previously installed in August 2019.

Technical Notes 2021, Issue 52 - Annual Publication of Elected Members Allowances – 1 April 2020 to 31 March 2021

1. The Council is required to publish a notice of the record of payments of Members Allowances made by East Dunbartonshire Council during 2020/21 in accordance with the Local Authorities etc. (Allowances) (Scotland) Regulations 1995. This notice must be published on 1st June 2021 and must include allowance details and all expenses claims including travel submitted up to 31 March 2021.

Technical Notes 2021, Issue 50 - Mental Welfare Commission for Scotland: Authority to discharge. Report into decision making for people in hospital who lack capacity

In May of this year the Mental Welfare Commission (MWC) for Scotland published a report on decision making for, and legal underpinning of, the transfer of people from hospitals to care homes, where the individual lacked the capacity to make the transfer decision themselves. Technical Notes 2021, Issue 28 - Walk Through COVID-19 Testing Centre, Milngavie

  1. The purpose of this technical note is to inform Members of plans for a walk through COVID-19 local testing site (LTS).
     
  2. Members will be aware that the strategy to minimise the impact of COVID-19 and supress transmission includes both symptomatic and asymptomatic testing in communities. It is recognised that the easier it is for people to access testing, the more likely it is that they will present for a test either due to symptoms or to ensure that they are not asymptomatic.
     

Technical Notes 2021, Issue 30 - Chief Education Officer - Transition Arrangements

  1. As you know, Jacqui MacDonald was due to retire in March 2020, but due to the initial onset of the Coronavirus (COVID-19) pandemic, she kindly agreed to postpone her retirement to ensure that she could continue to provide stable leadership and support to schools and pupils through the uncertainty of lock down.
     
  2. With the easing of restrictions and the Council preparing to move from COVID-19 response to planning for recovery, I can now confirm that Jacqui will retire at the end of June 2021.
