Technical Notes 2021, Issue 165 - Amendment to Minute of the Place, Neighbourhood & Corporate Assets Committee of 12 August 2021

1. The purpose of this Technical Note is to provide Members with an updated version of the Minutes of the Place, Neighbourhood & Corporate Assets Committee meeting on 12 August 2021.

2. At the Place, Neighbourhood & Corporate Assets Committee meeting on 30 September 2021, the Committee approved an amendment to the minute of meeting of 12 August 2021.  The amendment was as follows:

Technical Notes 2021, Issue 161 - Christmas Suspension of Parking Charges

1.         The purpose of this technical note is to advise Members of the arrangements for suspension of parking charges across East Dunbartonshire over the festive period.

2.         The COVID pandemic has been a challenging time for our town centres, high streets and local businesses, and a decision has been taken to suspend parking charges in the nine charging car parks on the Saturdays of December in the run up to Christmas. These are 4th, 11th, 18th and 25th December 2021.

Technical Notes 2021, Issue 160 - Bishopbriggs Public Realm Plan – City Deal Project

  1. Members will be aware that over the summer months of June- August 2021, the City Deal Team’s appointed designers conducted a consultation in relation to the Bishopbriggs Public Realm Plan.
     
  2. The City Deal Team has now published the consultation findings and an Interim Report.  Both reports can be viewed and downloaded from the City Deal web pages.

Technical Notes 2021, Issue 157- Scottish Government response following Motion to Council on 23rd September re National Care Service Consultation

At its meeting on 23rd September, East Dunbartonshire Council resolved as follows:

“Council notes that the Scottish Government Consultation on Adult Social Care now includes a range of Council services, including Children's Services, alcohol and drug services, Criminal Justice and Social Work, including some areas of mental health services, which goes way beyond the recommendations of the Independent Review of Adult Services.  Most worryingly, these services were included at the last minute without any prior discussions with local government. 

Technical Notes 2021, Issue 154 - Lenzie Academy

  1. On arrival this morning, a member of janitorial staff noticed a smell coming from an isolated part of the school. The smell was not of natural gas and no alarms were activated.
     
  2. As a precaution, pupils and staff were not allowed into the building until the situation was assessed by the Scottish Fire and Rescue Service. Pupils and staff went back into school by mid-morning and the affected area was isolated whilst further investigations were being carried out.
     

Technical Notes 2021, Issue 153 - Consultation on proposed changes to energy standards within Scottish building regulations

1. The purpose of this Technical Note is to make elected members aware of the Scottish Government’s proposed changes to the Scottish Building Regulations, and set out the proposed Council response to the consultation.  The consultation includes proposals to change energy standards and covers a range of topics including ventilation, overheating and provision of electric vehicle charging points.   Evolving building regulations will act as a fundamental pillar in the successful delivery of a 75% reduction in carbon emissions by 2030, and net zero by 2045 for all buildings.
 

Technical Notes 2021, Issue 150 - 2021/22 East Dunbartonshire Winter Maintenance Policy Update

  1. The purpose of this Technical Note is to provide elected members with an update on the revised 2021/22 East Dunbartonshire Winter Maintenance Policy.

Background Information:

1. Members will be aware that the Winter Maintenance Policy is prepared annually by the Roads & Environment Maintenance. The Roads and Environment Winter Maintenance Policy is attached as an Appendix to the Technical Note.
