Technical Note 2021, Issue 149 - Code of Conduct Update

1.         The purpose of this Technical Note is to update Members in relation to arrangements for a training session on the Councillors Code of Conduct.  

2.         Members will be aware that it has be customary for officers to deliver at least one training session a year which provides an update on the Councillors Code of Conduct.  This did not happen during 2020 due to the impact of COVID-19 on resources.   

3.        It is proposed to arrange 2 update sessions next month –

Technical Note 2021, Issue 148 - Electric Vehicles

Following on from a recent discussion at East Dunbartonshire PNCA Committee on 30th September 2021, relating to the Progress Report on Sustainability & Climate Change Framework, Climate Change Action Plan and Local Heat & Energy Efficiency Strategy, Elected Members sought to clarify information relating to the number and use of electric vehicles currently on the Council’s vehicle fleet. Accordingly, the purpose of this note is to provide updated information to all Members on this matter.

Technical Notes 2021, Issue 147 - COVID 19 Update - Hospitality Sector

  1. Recent discussion at East Dunbartonshire Licensing Board took place to clarify current restrictions and enforcement within hospitality premises. Accordingly, the purpose of this note is to provide updated information to all members on The Health Protection (Coronavirus) (Requirements) (Scotland) Regulations 2021 and the Scottish Government guidance relating to the hospitality industry.
     
  2. Throughout the pandemic coronavirus legislation has been amended to reflect the differing stages of the pandemic and the protection levels that were put in place.
     

Technical Notes 2021, Issue 144 - Examination of the East Dunbartonshire Proposed Local Development Plan 2

1. The purpose of this technical note is to inform Members of the appointment of Reporters to carry out the examination of the Proposed Local Development Plan 2      (LDP2), in accordance with Section 19 of the Town and Country Planning Scotland Act 1997 (as amended). The Proposed LDP 2 and related material was approved by the Council’s PNCA Committee on 27 May 2021 (PNCA/036/21/AL) and submitted to the Scottish Government on 15 June 2021.

Technical Notes 2021, Issue 131 - HGIOS indicators HOU-BIP-10 and HOU-BIP-11

1.         The purpose of this technical note is to provide a response to the queries regarding HOU-BIP-10 and HOU-BIP-11 from Housing Quarter 1 HGIOS report:

Number of cases waiting less than 3 years for permanent housing as % of the total number

20/21 Q4 figure – 99%

99% of cases waited less than 3 years and 1% of cases waited more than 3 years to be housed.

Technical Notes 2021, Issue 130 - Kirkintilloch Community Sports Complex – Update on Contract and Communication

1.         The purpose of this technical note is to update Members on the contractual position regarding the new Kirkintilloch Community Sports complex (KCSc).

2.         At a special meeting of Council held on 6th September 2021, Members affirmed an earlier decision to proceed with the construction of the KCSc and instructed officers to proceed to contract close.  The construction contract was signed on 7th September 2021 and, as a result, the construction work is now progressing.

Technical Notes 2021, Issue 132 - Special Meeting of Council 28th October 2021

1. The purpose of this Technical Note is to update Members in relation to a proposed special meeting of the Council on 28th October 2021.   

2. Members will be aware that the Scottish Government is currently consulting on proposals to introduce a National Care Service.  The proposals are significant and as currently set out will have a substantial impact on both the Council and the Health & Social Care Partnership.    

Technical Notes 2021, Issue 142 - 2021/22 – Revenue Monitoring Period 5 Mugdock

The purpose of this Technical Note is to advise Members of the financial position of Mugdock Country Park as at Period 5 2021/22.

The attached Appendix provides a detailed breakdown of this position highlighting actual expenditure against budget, previous years spend and projected spend in year. At this time an overspend for the year is projected.  This is based on current staff levels, reduced income from rent and trading events in total this equates to £34,361.

Technical Note 2021, Issue 141 -  East Dunbartonshire Council – Best Value Assurance Report

  1. Members will be aware that during the first half of 2021, Audit Scotland conducted a Best Value Assurance review of the Council.
  2. The Accounts Commission has today published its findings and a copy of the final Report is attached for members’ awareness.
  3. The Report reflects positively on the pace at which progress has been made since the last Best Value Report in 2017.  This includes reference to particular areas of strength such as leadership, performance management, satisfaction, partnership working, consultation and self-awareness.
