Technical Notes 2024, Issue 26 - Scottish Local Authority Remuneration Committee Recommendations for Councillors’ Remuneration and Expenses 2024

  1. The purpose of this Technical Note is update Members regarding the publication of a Report on councillors’ remuneration by the Scottish Local Authorities Remuneration Committee (SLARC).    

Technical Notes 2024, Issue 25 - Proposed Closure of Police Stations in Milngavie and Bishopbriggs

1. The purpose of this Technical Note is to update Members in relation to the ongoing Police Scotland consultation regarding the proposed closure of both the Milngavie and Bishopbriggs police stations.

2. Members will recall that at its meeting on 14th December 2023, Council instructed officers to submit a report to Council which would detail the outcomes of discussions with Police Scotland in relation to the proposed closure of the police stations in Milngavie and Bishopbriggs. 

Technical Notes 2024, Issue 24 - Oracle Fusion – replacement of existing Finance & Procurement systems

  1. As part of the Council’s wider digital transformation programme, officers are now progressing with Phase 1 of Oracle Fusion which will see the Council replace all Finance and Procurement systems.
  2. The Applications that will make up the new system are cloud based, delivered as a suite of modules, and built with security as a priority.   It will ensure the Council has an improved, easier to use and more efficient Finance and Procurement system in place.
  3. In anticipation of Oracle Fusion going live, a system shutdown for approximately two weeks is now in operation.

Technical Notes 2024, Issue 23 - Termination of Lease for Supported Accommodation, at Canal Project, Industry Street, Kirkintilloch

  1. The Canal Project of Industry Street, Kirkintilloch, provides interim supported accommodation for young people, where a third party is the current tenant and service provider, the property being owned by the Council.
     
  2. The lease (and contract’s) natural expiry is 31 March 2024, meaning notice needs to be served to terminate the lease and this will happen by 16 February 2024.  This notice will bring the end to the lease and the current service provided.
     

Technical Notes 2024, Issue 22 - Scottish Water Charges

The purpose of this Technical Note is to update Members in relation to proposed increases by Scottish Water in relation to their Retail Charges Scheme for 2024/25.

On the 1st February 2024 Scottish Water announced an 8.8% increase in rates for 2024/25.  These unmetered household charges are levied at rates attributable to the households relevant Council Tax Band and are collected by the Council on behalf of Scottish Water. These rates are set out in the table below. 

Technical Notes 2024, Issue 21 - Council Budget Meeting – 22nd February 2024

The purpose of this Technical Note is to update Members in relation to the arrangements for the Council’s budget setting.  

2. Members will be aware that the Diary of Council meetings for the current year, includes a meeting of Council to determine the Council’s budget, namely 22nd February 2024.  This date was set in April of last year and was based on timescales from previous years in terms of availability of information, along with the Council’s usual slot for the printing and issuing of Council Tax bills.  

Technical Notes 2024, Issue 19 - Update on Bearsden Hub

  1. Further to previous Technical Notes, Members were advised our structural engineering consultants have confirmed the presence of RAAC within the rear section of Bearsden Hub and that the building will need to close until further notice.
  2. Our consultant engineers have now confirmed the roof to the rear of the building will need to be replaced in full, and given the presence of services which run throughout the building this will require a full closure with no opportunity for a partial reopening during the construction period.  

Technical Notes 2024, Issue  20 - EDC 3-year Carriageway and Footway Resurfacing Programme  

  1. This technical note is intended to provide an update to Elected Members on the notional Roads Carriageway & Footway Resurfacing Programme for 2024/25, 2025/2026 and 2026/2027. 
  2. he list will be finalised, and an Annual Programme confirmed for 2024/25 in April 2024 once the capital budget for the year has been confirmed. 
  3. The remaining locations will be monitored in the interim period, with an annual programme confirmed for 2025/2026 and 2026/2027 at the start of each respective financial year, once capital budgets have been confirmed for the year. 

Technical Notes 2024, Issue 18 - 2024-25 Scottish Budget and Local Government Finance Settlement

At its meeting on 14 December 2023 East Dunbartonshire Council agreed the following:-

“That the Chief Executive would write to the First Minister, copying all MSPs who represent East Dunbartonshire, expressing the Council’s concern regarding the Council’s financial situation and unprecedented reduction in funding.”
