Update on RAAC Structural Survey in Council Estate
Responsible Officer:

Publication:
This Technical Note will be published on the Council’s website following circulation to Members. Its contents may be disclosed or shared out with the Council.
Details:
  1. In Technical Note 150 issued on 19 September, we advised Members of survey work we were undertaking to establish if reinforced autoclaved aerated concrete (RAAC) was present in facilities across the Council estate.
  2. That work is reaching conclusion, and today we have been advised by our structural engineering consultants that RAAC is present in the rear section of Bearsden Hub, in the fabric of the original Bearsden Hall building that was extended to create the current facility.
  3. Further and more intrusive investigative works are now needed to establish the extent RAAC usage in the original building fabric and to understand if any remedial works are required and the extent of those.
  4. Bearsden Hub and Community Halls will need to close at close of business today to enable those further works to be carried out with immediate effect.
  5. Communications will be issued through social media, the Council website, the EDLC Trust website and signage on the doors to the facility. A media release will also be issued to the Milngavie & Bearsden Herald.
  6. Customer Services face to face provision will continue to be delivered through the three other Community Hubs in Bishopbriggs, Kirkintilloch and Lennoxtown.
  7. Library provision will be available through the other EDLC Trust libraries, the nearest being Milngavie and Westerton.
  8. The Council’s letting team will engage with all letting customers as Community lets in the facility will need to be cancelled.
  9. Once further investigative works begin, a clearer understanding on how long the facility will need to remain closed for will be established. Further updates will be provided at that stage.
  10. No other operational facilities across the Council estate have been found to have RAAC as part of their construction.
