THE PROPOSED EAST DUNBARTONSHIRE COUNCIL
(FULTON ROAD, MILNGAVIE) (NO STOPPING AT ANY TIME EXCEPT TAXIS)
ORDER
East Dunbartonshire Council, in exercise of the powers conferred on them by sections 1 and 2 of the Road Traffic Regulation Act 1984 (“the Act”) and of all other enabling powers propose to consider the introduction of taxi stances within sections of Fulton Road, Milngavie, as detailed on the schedule below.
Full details of this proposal, which forms the proposed THE EAST DUNBARTONSHIRE COUNCIL (FULTON ROAD, MILNGAVIE) (NO STOPPING AT ANY TIME EXCEPT TAXIS) ORDER 20XX, together with a plan and statement of reasons for proposing to make this Order, are available for inspection without payment of fee:-
- On this webpage; and
- At William Patrick Library, 2-4 West High Street, Kirkintilloch (Mon – Thu 10am to 8pm, Fri – Sat 10am – 5pm).
Any person wishing to object to the proposal or make any representations on the proposal must send details of the grounds for objection in writing by email to troconsultation@eastdunbarton.gov.uk or by post to Legal Services, 12 Strathkelvin Place, Kirkintilloch, G66 1TJ by no later than Monday 22 June 2026.

THE EAST DUNBARTONSHIRE COUNCIL (FULTON ROAD, MILNGAVIE)
(NO STOPPING AT ANY TIME EXCEPT TAXIS)
ORDER 20XX
The East Dunbartonshire Council in exercise of the powers conferred on them by sections 1 and 2 of the Road Traffic Regulation Act 1984 (“the Act”) and of all other enabling powers and after consultation with the Chief Constable of the Police Service of Scotland in accordance with Part III of Schedule 9 to the Act hereby make the following Order.
- This Order may be cited as “The East Dunbartonshire Council (Fulton Road, Milngavie) (No Stopping at Any Time Except Taxis) Order 20XX and shall come into operation on XXXX
- In this Order the following expressions have the meanings hereby assigned to them:-
“Council” means the East Dunbartonshire Council incorporated under the Local Government etc. (Scotland) Act 1994
“emergency services vehicle” means a vehicle being used by the Police, Fire Brigade or Ambulance Services
“local authority” means a Council constituted by Section 2 of the Local Government etc. (Scotland) Act 1994
“taxi” has the same meaning as in Section 23(1) of the Civic Government (Scotland) Act 1982;.“vehicle” unless the context otherwise requires, means a vehicle of any description and includes a machine or implement of any kind drawn or propelled along roads, whether or not by mechanical power - Save as provided in Article 4 of this Order no person shall, except upon the direction or with permission of a police constable in uniform or a parking attendant in uniform, cause or permit any vehicle to stop in the lengths of road specified in Schedule 1 to this Order
- Nothing in Article 3 shall apply:-
- To a licenced taxi waiting in a taxi stance during any period for which that stance has been designated by the Council under the Civic Government (Scotland) Act 1982
- So as to prevent any vehicle waiting in the said lengths of roads for so long as may be necessary to enable the vehicle, if it cannot be used for such purpose without so waiting, to be used in connection with any building operation or demolition being carried on adjacent thereto, the removal of any obstruction or potential obstruction to traffic, the maintenance, testing, alteration, repair or removal of any structure, works, or apparatus in, on, under or over the road
- To an emergency services vehicle
- To a vehicle being used in the service of the local authority or with the permission of the local authority in exercise of statutory powers and duties, if it is necessary for the vehicle while being so used to wait in the said lengths of road
- To a vehicle waiting in any case where the person in control of the vehicle
- Is required by law to stop
- Is obliged to do so in order to avoid an accident
- Is prevented from proceeding by circumstances outwith his control and it is not reasonably practicable for him to drive or move the vehicle to a place not within the said length of road.
- The Order specified in Schedule 2 to this Order shall have effect subject to the amendments specified in that Schedule.

Extent of Amendments
In SCHEDULE 3 under the heading ‘Fulton Road delete item 1. in its entirety and replace with:-
Fulton Road
- From the extended south kerb of Station Road southwards for a distance of 55 metres
Side of Road to which Restriction Applies: East - From a point 79 metres south of the extended south kerb of Station Road southwards then eastwards then north-westwards for a distance of 109 metres
Side of Road to which Restriction Applies: East, South, Southwest - From a point 199 metres south then west then northwest of the extended south kerb of Station Road north-westwards then eastwards then northwards to the extended south kerb of Station Road
Side of Road to which Restriction Applies: Southwest, North, West - From a point 39 metres south of the extended south kerb of Station Road southwards then westwards then north-westwards then eastwards for the entire length of kerb
Side of Road to which Restriction Applies: West, North, Northeast, South - From a point 29m south of the extended south kerb of Station Road southwards then north-westwards then north-eastwards for the entire length of kerb
