Technical Notes 2024, Issue 19 - Update on Bearsden Hub

  1. Further to previous Technical Notes, Members were advised our structural engineering consultants have confirmed the presence of RAAC within the rear section of Bearsden Hub and that the building will need to close until further notice.
  2. Our consultant engineers have now confirmed the roof to the rear of the building will need to be replaced in full, and given the presence of services which run throughout the building this will require a full closure with no opportunity for a partial reopening during the construction period.  

Technical Notes 2024, Issue  20 - EDC 3-year Carriageway and Footway Resurfacing Programme  

  1. This technical note is intended to provide an update to Elected Members on the notional Roads Carriageway & Footway Resurfacing Programme for 2024/25, 2025/2026 and 2026/2027. 
  2. he list will be finalised, and an Annual Programme confirmed for 2024/25 in April 2024 once the capital budget for the year has been confirmed. 
  3. The remaining locations will be monitored in the interim period, with an annual programme confirmed for 2025/2026 and 2026/2027 at the start of each respective financial year, once capital budgets have been confirmed for the year. 

Technical Notes 2024, Issue 18 - 2024-25 Scottish Budget and Local Government Finance Settlement

At its meeting on 14 December 2023 East Dunbartonshire Council agreed the following:-

“That the Chief Executive would write to the First Minister, copying all MSPs who represent East Dunbartonshire, expressing the Council’s concern regarding the Council’s financial situation and unprecedented reduction in funding.”

A copy of the response from the Scottish Government’s Minister for Community Wealth and Public Finance is attached below for Members’ information.

Technical Notes 2024, Issue 17 - HR Appeals Board – 27 February 2024

  1. The purpose of this Technical Note is to update Members in relation to the HR Appeals Board (HRAB) meeting scheduled for 27 February 2024
    .
  2. Members are advised that there is no business for this meeting of the HRAB to consider.
     
  3. A cancellation notice will be issued, and the meeting removed from Members diaries.
     
  4. The next scheduled meeting of the HRAB is 10am on 26 March 2024, which will proceed subject to business.

 

Technical Notes 2024, Issue 16 - Scottish Government Wellbeing and Sustainable Development Bill -  Consultation

  1. The purpose of this Technical Note is to make elected members aware of the Scottish Government’s proposed Wellbeing and Sustainable Development Bill, which is currently subject to consultation. 
  2. The proposed Bill aims to establish in legislation principles that ensure government and public bodies act in a way that improves how we use and implement the National Outcomes, as outlined below: 
  • children grow up loved, safe and respected so that they realise their full potential;

Technical Notes 2024, Issue 15 - Adoption of Frontiers of the Roman Empire (Antonine Wall) World Heritage Site Supplementary Guidance

  1. The Antonine Wall was designated as a World Heritage Site in July 2008, becoming an extension of the trans-national ‘Frontiers of the Roman Empire World Heritage Site’ which includes Hadrian’s Wall in England and the German Limes.
     

Technical Notes 2024, Issue 14 - Milngavie BID Ballot Update and Declaration of Result

  1. The purpose of this Technical Note is to provide Elected Members with an update on the Milngavie Business Improvement District (the BID) following a report to the Place, Neighbourhood & Corporate Assets Committee on 9th November 2023.

  2. Report PNCA/093/23/DG agreed to approve the BID Business Plan and a financial contribution over the five-year term, subject to a successful re-ballot.
