The Council is carrying out a public right of way investigation in the Torrance area.
To qualify as a protected, public right of way, a path must:
- Run from one public place to another public place
- Follow a more or less defined line
- Have been used openly and peaceably by members of the public without the permission of the landowner
- Have been used without substantial and effective interruption for 20 years or more.
