(Various roads, Torrance and Balmore ) (20mph speed limit) Order 20XX
East Dunbartonshire Council, in accordance with their powers under s84 of the Road Traffic Regulation Act 1984 and all other enabling powers, propose to consider the introduction of a 20-mph speed limit on the entire length or part of the length of those roads in Torrance listed in Schedule 1 below and those roads in Balmore listed in Schedule 2 below.

Order
The East Dunbartonshire Council, in exercise of the powers conferred on them by Section 84 of the Road Traffic Regulation Act 1984 (“the Act”) and of all other enabling powers, and after consultation with the Chief Constable of the Police Service of Scotland in accordance with Part III and IV of Schedule 9 to the Act, hereby make the following Order.
- This Order may be cited as “The East Dunbartonshire Council (Various Roads, Torrance and Balmore) (20 mph Speed Limit) Order 20XX” and shall come into operation on XXXX.
- In this Order the following expressions have the meanings hereby assigned to them: -
“vehicle”, unless the context otherwise requires, means a vehicle of any description and includes a machine or implement of any kind drawn or propelled along roads, whether or not by mechanical power.
- No person shall drive any vehicle at a speed exceeding 20 mph on the lengths of road specified in Schedules 1 and 2 to this Order.

Lengths of Road in Torrance within East Dunbartonshire.
- That length of the B822 Campsie Road which extends from its junction with the B822 Main Street/West Balgrochan Road northeastwards for a distance of 775 metres or thereby to a point 120 metres or thereby northeast of the centreline of MacGillivray Avenue.
Lengths of Road in Balmore within East Dunbartonshire
- That length of Glenorchard Road which extends from its junction with the A807 Balmore Road northeastwards for a distance of 430 metres or thereby.
Statement of Reasons for Proposing to Make the Above Order
It is considered necessary to make the above Order to reduce vehicle speeds and enhance road safety within Torrance and Balmore and to ensure all appropriate roads in built-up areas of Torrance and Balmore have a safer speed limit of 20mph.
The implementation of this on residential roads and busy pedestrian streets across Torrance and Balmore will save lives and reduce the risk and severity of injuries from collisions between vehicles and vulnerable road users, make streets safer for playing, walking and cycling and encourage more people to make more sustainable travel choices. The Service is in favour of 20mph speed limits in urban areas and built-up village streets that are primarily residential to ensure greater safety for cyclists and pedestrians, reduce perceptions of road danger, encourage people to walk, wheel and cycle, and create more pleasant streets and neighbourhoods by providing a more equitable balance between different road users. These measures align with broader goals such as promoting sustainable transport, improving public health and enhancing the overall liveability of urban areas.
