The Proposed East Dunbartonshire Council (Catherine Street, Kirkintilloch) (Off-Street Parking Places) Amendment Order 20xx

East Dunbartonshire Council, in accordance with their powers under s32 of the Road Traffic Regulation Act 1984 and all other enabling powers, propose to consider the amendment of The Strathclyde Regional Council (Off Road Parking Places) (Controlling Regulations) Order 1987 to amend the extent of land at Catherine Street, Kirkintilloch car park to which the 1987 Order applies.  

Full details of this proposal, which forms the proposed THE EAST DUNBARTONSHIRE COUNCIL (CATHERINE STREET, KIRKINTILLOCH) (OFF-STREET PARKING PLACES) AMENDMENT ORDER 20XX, together with plan and statement of reasons for proposing to make this Order, are available for inspection without payment of fee on the Traffic Regulation Orders page of the East Dunbartonshire Council website and at:

Any person wishing to object to the proposal or make any other representations in relation to the proposal must submit the objection/representation to TROconsultation@eastdunbarton.gov.uk or in writing to East Dunbartonshire Council, 12 Strathkelvin Place, Kirkintilloch G66 1TJ no later than Friday 15 August 2025.  The objection/representation must state the grounds for the objection/representation and must state that it is an objection/representation to the proposed traffic order.  All validly made objection/representations submitted in time will be considered by the Council prior to a final decision being made on the proposed traffic order.

Order

The East Dunbartonshire Council, in exercise of the powers conferred on them by Section 32 of the Road Traffic Regulation Act 1984 (“the Act”) and of all other enabling powers and after consultation with the Chief Constable of the Police Service of Scotland in accordance with Part III of Schedule 9 to the Act hereby make the following Order:

  • This Order may be cited as “The East Dunbartonshire Council (Catherine Street, Kirkintilloch) (Off-Street Parking Places) Amendment Order 20XX” and shall come into operation on XXXXX
  • The Order specified in Schedule 1 to this Order shall have effect subject to the amendments specified in that Schedule.

Schedule 1

Name of Order to be Amended

The Strathclyde Regional Council (Off Road Parking Places) (Controlling Regulations) Order 1987 (“the 1987 Order”) 

Extent of Amendments

At Article 2(i) (Interpretation) of the 1987 Order, insert the following definition:

“Catherine Street Map” means the map annexed to this Order showing the extent of the Catherine Street, Kirkintilloch car park;

Where the following words appear at Schedule 1 of the 1987 Order:

  • Car Park Ref: 3/4/8
  • Town or Area: Kirkintilloch
  • Name of Road: Catherine Street
  • Permitted Vehicle: Categories 1 -3

Insert the following words:

The extent of which is shown outlined in yellow on the Catherine Street Map annexed to this Order. That area shown cross hatched in yellow on the Catherine Street Map annexed to this Order does not form part of the Catherine Street car park and is not subject to the terms of this Order. 

The Catherine Street Map attached to this Order to the 1987 Order is annexed to the 1987 Order.

Statement of Reasons for Proposing to Make the Above Order

It is considered necessary to make the above order to revise and amend the existing “THE STRATHCLYDE REGIONAL COUNCIL (OFF ROAD PARKING PLACES), CONTROLLING REGULATIONS) ORDER 1987”, to remove that section of Catherine Street, Kirkintilloch car park which is no longer under the control of East Dunbartonshire Council as a car park from the extent of that 1987 Order.
