Local Development Plan 3 – Evidence Report Resubmission

The Council submitted its LDP3 Evidence Report in summer 2025 for an independent review by a Reporter appointed by Scottish Ministers. In November 2025, the Evidence Report was returned to the Council by the Reporter due to insufficient evidence in a number of areas. The Reporter’s assessment concluded that although the report provided a comprehensive summary of evidence gathered on topics relevant to the preparation of the next LDP, it did not provide sufficient evidence in relation to education and health care infrastructure and the Indicative Local Housing Land Requirement (I-LHLR). Advisory notes were also provided on a selection of other matters that the Reporter considered the Council might wish to clarify. The Reporter’s Assessment Report can be downloaded from the DPEA website - ref. GATE-200-2. As a result, officers have been working on a revised Evidence Report to address the Reporter’s comments. 

A revised version of the Evidence Report was considered by Council on 02 April 2026, with a further finalised version being approved at the meeting of the Council on 25 June 2026. Following this, the revised Evidence Report was submitted to the DPEA for re-assessment on 26 June 2026. The Reporter will reassess the Evidence Report, focusing on the areas which have been updated, and will determine if the Evidence Report now contains sufficient information to allow the Council to progress to the Proposed Plan stage. 

The outcome of the re-assessment, and implications for preparing the Proposed Plan, will be communicated in a future newsletter. 

Climate Action Plan

Climate change is no longer a distant threat – it is reshaping Scotland’s environment now. The growing severity of climate change impacts, which are already visible in our communities, underscores the urgent need for large-scale action. Achieving net zero emissions is essential to limit further harm and protect future generations.

East Dunbartonshire is playing its part through its Climate Action Plan (CAP) – a strategic roadmap to reduce emissions, build resilience and deliver co-benefits for our communities. The final Climate Action Plan was approved by Council on 25 June 2026. Modern Gov - East Dunbartonshire Council.

East Dunbartonshire Council are planning to set up a community climate forum as part of the Climate Action Plan to give community members the chance to shape local climate action.

Some of the opportunities from getting involved in the forum include the chance to:

  • Learn more about local net zero targets and climate action
  • Contribute to and influence emissions reductions and adaptation projects
  • Share your views on climate action
  • Collaborate and network with community members across East Dunbartonshire.

Coming Soon - Greenspace Strategy

A draft Greenspace Strategy was approved at Place, Neighbourhood and Corporate Assets committee on 28 May 2026. Public engagement on the draft strategy will commence later in the summer. Full details will be provided in a future edition of this newsletter.
