Guidance for Gardens, stairs and Common areas

 

Your responsibilities

In signing your Tenancy Agreement, you have agreed to keep any garden ground, stairs or common areas attached to your house in a clean and tidy condition.

If you have your own garden

If you have sole use of a garden, you are responsible for ensuring that it does not become overgrown, untidy or cause a nuisance.

If you not do this, the Council will give you the chance to tidy the garden. If you do not tidy the garden, we may arrange for your garden to be tidied and you will be charged for the cost of doing the work.

If you share a garden or common area
You must take your turn with the other residents to keep it from becoming overgrown, untidy or causing a nuisance to others.

If you and the other residents cannot agree on the arrangements for doing this, the Council will set a rota for everyone to follow.

If you do not take your turn in maintaining the garden or common area, we may do the work and charge you for it. Before we instruct any work to be done we will speak to you and give you the opportunity to take your turn.

If you have problems maintaining your garden
We understand that residents who are older or disabled may find it difficult to look after their garden.

If this applies to you, please contact your local Housing Services office for advice. The Council offers a garden maintenance scheme which you may be able to use.

If you live in a flat with a shared entrance or stairs
Everyone is entitled to live in an environment which is clean and well looked-after. This is particularly important for people living in flats, where stairs and other common parts are shared by a number of residents.

All residents in flats are responsible for taking a turn to clean the stairs and the internal common parts, such as stair windows.

The tenants of houses on the ground floor are responsible for cleaning the internal common parts of the ground floor. The tenants of houses on upper floors are responsible for cleaning the common parts on their floor and the areas between their floor and the floor below.

We expect tenant and other residents to make sure that the common stairs and common parts are cleaned once a week, 52 weeks a year. Each resident should clean the internal common stairs and common parts in equal and consecutive turns. If residents cannot agree and stick to a cleaning schedule, the Council will introduce a rota that everyone must follow.

The Council will carry out regular inspections to make sure that that the required standards are met. If standards are not met, we will speak to residents and give them the opportunity to remedy any problems. However, all residents should be aware that if they do not take a turn to clean the stairs and common parts, we will do the work and charge the responsible residents.

Inspections by the Council

Staff from your local Housing office will be inspecting all gardens and common areas on a regular basis, to make sure that good standards are maintained, for everybody’s benefit. If you have any concerns about standards in your block or neighbourhood, let us know and we will do our best to have things put
right.
