Appeals against your Council Tax bill

If you receive a council tax bill and you think something is wrong you can appeal against it.

The Council deals with appeals about who is liable for council tax; discounts; exemptions; water and sewerage charges; and Disabled Persons Reductions.

The Council does not deal with appeals against your Council Tax band. If you think your Council Tax Band is wrong you need to contact the Scottish Assessors Association about this [opens in a new window].

What if you think the decision we have made is wrong?

Ask us to explain

If you receive a council tax bill and you think something is wrong you can ask us to explain your bill.

You can:

  • E-mail us at counciltax@eastdunbarton.gov.uk;
  • Write to us at the Revenues and Benefits Team, William Patrick Library, 2-4 West High Street, Kirkintilloch, Glasgow G66 1AD; or
  • telephone us on 0800 901057  

We will give you an explanation of your bill.

Appeal against your bill

If you think the bill is wrong you can ask us to review it.

You can’t appeal just because you think your Council Tax is too expensive.

You can appeal:

  • the amount of Council Tax you have to pay because we have not awarded you a discount you think you should have
  • we have not reduced the bill to take account of a disabled person living at the dwelling and you think you should be entitled to a Disabled Person’s Reduction
  • we have decided your dwelling is chargeable and you think it should be exempt
  • we are sending you bills and you do not think you should be the one liable to pay or we are sending someone else bills and you think you should be paying 

Appeals must be made in writing

You can either

  • E-mail your appeal to counciltax@eastdunbarton.gov.uk; or
  • Send your appeal to The Revenues and Benefits Team, William Patrick Library, 2-4 West High Street, Kirkintilloch, Glasgow G66 1AD

Your appeal must include the following information:

  • Your name and contact address (an email address and/or telephone would also be very helpful)
  • The address of the property your dispute is about and the council tax reference number
  • What you think is wrong with the bill and why

What happens when we receive your appeal

When we receive your appeal a different officer will look at your council tax account again. The account will be checked to see if the bill was correct or whether it should be changed.

We may have to write to you for additional information and evidence to help us review your bill.

We will write and let you know the outcome of your appeal. We will do this within 2 months of the date we receive your letter.

If we change the decision we will send you a letter explaining our decision and a revised Council Tax bill.

What if I am still unhappy with the Council Tax bill after my appeal? 

If you still think a decision we have made about your Council tax bill is wrong after we have reviewed it, you can appeal against it to the Local Taxation Chamber. This is an independent tribunal set up by the Scottish Courts and Tribunals Service.

How do I appeal to the Local Taxation Chamber?

You cannot appeal to the Local Taxation Chamber unless you have first appealed the bill with the local authority and either:

  • you have received a decision that you are still unhappy with; or
  • 2 months have passed since you wrote to us and you have not received a reply.

The Local Taxation Chamber will tell you what information, documents and evidence they require to progress your appeal.

Is there a time limit for appealing to the Local Taxation Chamber?

Yes. An appeal to the Local Taxation Chamber must be made within 2 months of the date we wrote to you regarding the outcome of your appeal; or within 2 months of you writing to ask us to look at the bill again and not receiving a reply.

Do I still have to pay my Council Tax whilst my appeal is being decided?

Yes. Even if you think a decision about your Council Tax is wrong you still need to pay your Council Tax as billed.

If the decision is changed in your favour any money you have paid will be taken into account when your bill is recalculated. If your Council Tax account is in credit following the recalculation we will be able to refund any amounts you have overpaid whilst the appeal was being decided. Failure to pay your council tax will result in recovery action and may result in additional costs.
