National Planning Improvement Framework
The Planning (Scotland) Act 2019 has introduced a new approach to measuring the performance of planning authorities.
The National Planning Improvement Framework (NPIF) assesses the quality of service that we are providing and sets out a series of improvement actions.
The NPIF document for the year 2023/24 has been prepared internally by the Planning Service and received endorsement from the National Planning Improvement Champion on 14 April 2025. The document is available to download from the documents section of this page.
A peer review workshop with key stakeholders was held on Wednesday 03 December 2024 in Southbank Marina, the purpose of which was to test an initial draft of the Council’s Self-Assessment and the identified Improvement Actions. Further information on the peer review is provided within the introduction section of the document.
It is anticipated that the full NPIF document will only be revised and updated every 3 years, however planning authorities are required to report annually on the progress that they have made with implementing the improvement actions.
Planning Performance Framework
The NPIF replaces the previous Planning Performance Framework (PPF) process. The PPF document for 2022/23 is available to download from the documents section of this page.
