We need you to help guide how land in East Dunbartonshire is used.

The Council is continuing work to prepare its next Local Development Plan (LDP) – to be known as LDP3.

When approved and adopted, LDP3 will set out a long-term vision for where development should and should not happen.
It is vital for:

  • Addressing climate change
  • Delivering high-quality places to live
  • Attracting new jobs and investment
  • Regenerating town centres
  • Protecting historic and natural environment.

The LDP3 Call for Ideas and Sites Consultation is taking place between Monday 21 July and Monday 15 September 2025.

There are two surveys – available online and in print on request:

Call for Ideas

This is an opportunity to submit suggestions, policies and potential uses for areas. The Call for Ideas is a way for people, groups and stakeholders to influence how land might be used in the future – such as housing, employment, tourism, renewable energy, active travel and improvements to local green spaces, community facilities or town/village centres.

Please note, it is not necessary to answer every question or to provide full information at this stage. Before providing a suggestion, it is important to be aware of the National Planning Framework (NPF4) to avoid any potential duplication.

Questions include how the suggestion ties in with NPF4 in relation to:

  • Biodiversity and natural places
  • Historic environment
  • Forestry, woodland, trees and soils
  • Green belts and brownfield land
  • Energy and heat
  • Zero waste
  • Sustainable transport

Call for Sites

This is an opportunity for developers, landowners, agents and members of the public to put forward sites they would like to be considered for future allocation in LDP3. The Call for Sites process can be used to suggest sites for a range of uses, for example: potential sites for housing, retail, business and industry; tourism; community facilities; nature-based solutions to adapt to climate change; and other types of development.

Sites can be submitted via the online survey form, with any additional supporting information to be emailed to development.plan@eastdunbarton.gov.uk

While the Call for Sites survey is designed with developers in mind, community groups and individuals are also encouraged to submit locations which could play a role in improving their area.

For detailed submissions, questions include:

  • Cultural heritage
  • Utilities
  • Flood risk

  • Efficient land and building use

Please note, if you are intending to submit more than one site for consideration, you will need to complete a separate survey form for each site. The form is structured approximately according to the sections of the draft Site Appraisal Methodology (SAM). The SAM will be used to assess all submissions made during the Call for Sites.

Participants are encouraged to consult and understand the expectations of the SAM when preparing their submissions. A Site Assessment Report will be published alongside the Proposed Plan.

Information sessions

As well as the surveys, there will be two drop-in information sessions:

  • Kirkintilloch Town Hall – Union Street, Kirkintilloch, G66 1DH – Thursday 14 August 2025, from 3-7pm (shared with Food Growing Strategy engagement)
  • The Fraser Centre – Douglas Street, Milngavie, G62 6PA – Tuesday 19 August 2025, from 4-8pm (shared with Food Growing Strategy engagement).

Please note that, for those without internet access, paper copies of the survey forms will be made available on request.

There will also be an online information session – register your interest by emailing development.plan@eastdunbarton.gov.uk – and direct engagement with community groups to ensure equality, diversity and inclusion.

What happens next and links

All of the surveys and submissions will be assessed and will help to inform the preparation of a Proposed Plan, which will then be the subject of public consultation.

Consultation took place between November 2024 and January 2025 to help gather information to inform LDP3 Evidence Report, which sets out the broad concepts that will shape the plan. It was approved a meeting of the Council in June 2025 and has been submitted to the Scottish Government for consideration.

Please note, previous responses given as part of the earlier evidence-gathering process will also be taken into account in preparing the Proposed Plan and that there is no need to resubmit any comments previously made.
