An equality outcome is defined by the Equality and Human Rights Commission as a change that results for individuals or communities because of the action the organisation has taken. Actions describe the activity that an organisation produces or delivers, and actions must be measurable in order to monitor performance.

As part of our statutory obligations, the Council, along with the Education Authority and Licensing Board, has developed a new set of draft Equality Outcomes for the period 2025 to 2029. 

These outcomes aim to deliver measurable improvements in the lives of individuals and communities who may face inequality or disadvantage.

The development of these draft outcomes is integrated within wider strategic and operational frameworks, ensuring alignment with business planning and public performance reporting. By doing so, we reinforce our commitment to inclusive service delivery and responsible governance.

Our draft Equality Outcomes were shaped by a broad range of data sources and consultations including:

  • Reflections on the delivery and performance of the 2021–2025 outcomes
  • Equality and demographic data, including census and local health indicators
  • Strategic plans developed by the East Dunbartonshire Community Planning Partnership
  • The Council’s own corporate priorities and business improvement plans
  • Findings from Equality Impact Assessments and staff monitoring reports
  • Gender pay gap analysis.

In addition, national evidence and local information were reviewed to inform choices which included information from recent community consultations that are relevant to equalities, such as those for the creation of the Locality Plans, BSL Plan, Gaelic Language Plan and information gathered for Equality Impact Assessment processes during the last two years.
