Technical Notes 2026, Issue 96 - United Nations Convention on the Rights of the Child (UNCRC) Report
Details:
- The UNCRC (Incorporation) (Scotland) Act 2024 came fully into force on 16 July 2024, making Scotland the first UK nation to directly incorporate the UN Convention on the Rights of the Child into domestic law.
- It compels public authorities to respect children's rights and allows courts to rule on compliance. Part 3, Section 8 (1) of the Children and Young People (Scotland) Scotland 2014 Act requires every local authority and its relevant health board to jointly prepare a Children’s Services Plan to cover a 3-year period.
- The Convention has 54 articles that cover all aspects of a child’s life and set out the civil, political, economic, social and cultural rights. The convention is universal, these rights apply to every child, and the convention entitles every child to claim them. It also explains how adults and governments must work together to make sure all children can enjoy all their rights.
- In East Dunbartonshire the Delivering For Children and Young People’s Partnership (DCYPP) is responsible for LOIP 3, “Our children are safe, healthy and ready to learn”. The DCYPP reports to the Community Planning Partnership and was tasked with writing the 2024-2026 UNCRC report, copy attached.
- A number of excellent practice examples are reported to evidence the progress achieved under each cluster of articles. All Community Planning Partners contributed evidence of compliance with UNCRC.
