The purpose of this Technical Note is to provide Elected Members with an update to Council Report EDC/019/24/DG Catherine Street Traffic Lights Reinstatement Project (the project) and in particular the instruction given to Officers to review potential improvements to the junction environment that can be funded using existing budgets.

In September 2024 Council considered Report EDC/019/24/DG which set out information relating to the reinstatement of traffic lights at Catherine Street, Cowgate Kirkintilloch. Following discussion, Council agreed the following:-

  • To note the content of the Report detailing the limited scope to value-engineer any significant savings on the previously reported pre-tender cost profile without a full re-design and associated costs
  • To note the risks associated with reducing the level of contingency allowed for at the pre-tender stage; 
  • To note the financial implications of reinstating traffic-controlled signals
  • To instruct Officers to not progress to the procurement stage and discontinue the project
  • To note that Officers will review potential improvements to the junction environment that can be funded using existing budgets.
    In taking forward instruction (e) the improvements considered would not require alterations to the geometry or inclusion of traffic lights, nor create changes to utility services & infrastructure. Improvements would seek to minimise impact on the environmental quality and appeal of the town centre; ensure they are in line with relevant national transport policy and highway standards; and could be afforded within existing budget lines.

Based on the above, Officers recommend bollard replacement at the Catherine Street junction to reinstall all fixed/ static bollards at all four corners of the junction, with enhanced specification to improve durability and impact. Additionally refreshed line painting and road markings to the junction. 

These works will be delivered in 2026/27 through existing maintenance budgets and/or relevant developer contributions which can be applied to support the town centre environment.  Officers will determine whether they are delivered via the Council’s Roads & Network Operations, or via an externally procured contractor.
