Technical Notes 2026, Issue 61 - Roads & Neighbourhood Services 2025/26 Carriageway and Footway Resurfacing Programme (Quarter 4 – Year-end Update)
- The purpose of the Technical Note is to provide Members with an overview of the 2025/26 Roads & Neighbourhood Services Carriageway and Footway Resurfacing Programme upon its conclusion
- The Technical Note highlights the work programmes associated with internal and external resources as well as providing an indication of when this work is programmed to be undertaken
- In addition, the tables also highlight which locations have tested positive for the presence of coal-tar as this work will be undertaken solely by external contractors, as the spoil created is considered a specialised waste and needs to be removed from site
- All works will be logged via the Scottish Road Works Register (SRWR), so that the road space was booked with no conflicting works at the location or on the diversion routes (if required)
- If a location is marked TBC the booking/work has yet to be completed and will be added to the future programme. Dates are subject to change as emergency work may be prioritised
- The overall programme is subject to change and may evolve during the year, as the Service must react to circumstances e.g., utility emergency work may require the Service to postpone or alter timescales to accommodate statutory service providers who may take priority in emergencies
- Cold Tar Testing is a requirement for planned resurfacing work that will also affect future programmes. Testing is ongoing and will shape which locations are progressed and by whom. Locations that test positive for Coal Tar will be undertaken by external resources due to the specialist nature of the waste materials created
- The under noted table shows the 2025/26 Roads Carriageway Resurfacing Programme and the work which will be completed by internal resources working on non-coal tar locations as part of core capital works.

From Castlehill School to Dryburgh Road on both sides. The footway resurfacing, originally scheduled for next year was brought forward to this year and will replace the previously planned works on Gallowhill Road. This change was made due to a conflict with utility works affecting Gallowhill Road, which has now been postponed to next year- Only one side resurfaced due to resources issue.
