This Technical Note will be published on the Council’s website following circulation to Members. Its contents may be disclosed or shared outwith the Council.
The Technical Note is to inform Elected Members that the Educational Institute of Scotland (EIS), Scotland’s largest teaching union, has written to all Councils across Scotland informing them of Action Short of Strike from 16 March 2026. It is anticipated that these ASOS will continue until 3 September 2026, or earlier if the dispute is resolved
Some Councils were also informed of targeted strike notice, impacting two days of industrial action on various dates in March 2026. East Dunbartonshire has not received notice of targeted action
The EIS has informed that action short of strike will take the following forms:
Non-compliance with HMIE inspection related activities, including inspection visits
Refusal to administer, implement or process any aspect of SNSAs (Scottish National Standardised Assessments)
Refusal to administer, implement or process any aspect of any Local Authority standardised assessment
Refusal to administer, implement or process any aspect of standardised assessment determined at school level
Non-compliance with Local Authority quality assurance procedures (e.g. authority inspections, “learning visits” or other equivalents)
HMIE inspection process and to simply show a film for an entire lesson if an HMIE Inspector insists upon attending a lesson or class
This Action Short of Strike impacts all EIS teaching members, i.e. probationers, main grade, chartered, principal, depute headteachers and headteachers are included in this action, if they chose to partake
There has been no communication relating to industrial action from any other teaching unions
