Technical Notes 2026, Issue 136 - Housing List Numbers
- The purpose of this Technical Note is to advise Elected Members of the current number of people on the housing waiting list and waiting times for social rented housing within East Dunbartonshire following a request from Council at its meeting in June
- The Council operates a ‘Groups Plus Points’ model of allocation that categorises applicants as Priority, Local Needs and Other Needs groups
- The Council is legally required to give reasonable preference to applicants who are homeless, living in unsatisfactory housing conditions and those living in social rented housing that is under occupied. This forms the Priority group
- Local and Other Needs groups can be further broken down based on points awarded following an assessment of housing need and also reflects whether applicants reside in East Dunbartonshire or wish to move to the are
- These definitions vary from that used in the Housing Needs and Demand Assessment which considers the count of homeless households in temporary accommodation plus households who are both concealed and overcrowded
- The Council manages a Transfer housing list of its current tenants that includes applicants that have no housing need but aspire to live in a different area or house type within East Dunbartonshire
- All waiting lists data are held in the new Integrated Housing Management System, NEC
- There is no minimum criteria for applicants to the General list(s) compared to Homelessness which has a statutory assessment process
