Further to my previous Technical Note providing an update on the Scottish Government’s - Programme for Government and Public Service Reform (TN-127-26, issued on 3 September 2026), Members will be aware that today (21 September 2026), the Scottish Government has now published its Public sector reform: proposal (Proposal for reform of local governance) on its website.

These proposals were shared with COSLA today, which can be viewed below. 

Members will be aware that it was my intention to provide an update on PSR to Council on 1 October 2026 and officers will provide any further update known by that date. In the meantime, I felt it was necessary to ensure that you had early visibility to the proposals, hence the release of this Technical Note.

Officers will also ensure that an updated communication to our employees is provided today and we will continue to engage with the trades unions as matters develop.
