Technical Notes 2026, Issue 128 - Lennoxtown Main Street Phase 1

The purpose of this Technical Note is to provide Elected Members with an update on Lennoxtown Main Street Phase 1.  Phase 1 is currently on site and focuses on the area of Main Street from Crosshill Street to School Lane.  The project will deliver significant investment and improvement in the village centre and has been informed by a range of consultation and policy. 

Construction of Phase 1 was expected to conclude by Summer 2026. Due to additional and unforeseen challenges associated with existing infrastructure and utilities, construction will now conclude in Autumn 2026. The risk relating to utilities along with others was highlighted in report PNCA/031/25/DG. The re-profiled programme is a response to largely unforeseen repairs needed to existing drainage apparatus; extremely shallow services encountered; and services not where anticipated.  It should be noted that due diligence was undertaken at pre-construction stage which included a review of available utility information, and ground radar surveys.

The contractor, as they have progressed works on site, have advised the need for some road closures to facilitate sections of resurfacing.  The carriageway narrows at several points and the nature of the build, and the minimum widths for a running (vehicle) lane could not be safely achieved. From a quality control perspective, the road closure offers the optimum conditions to meet the specification and is required to comply with statutory codes of practice defined in The Department for Transport’s ‘Safety at Street Works and Road Works’.  

A road closure notification will be now published and the required traffic management will be put in place by the contractor. 

The contactor will implement overnight closures to accommodate local business opening hours and minimise disruption at peak times for road users, and public transport. Work will take place across 5 nights, from the 19th to the 23rd of October. The working hours will be 7pm to 6am. The intention is that the loudest operations, including milling and mechanical breaking, will be complete by 11pm each night.  

On completion of the road resurfacing, the project will move into its final stages and complete shortly thereafter. 

Engagement has already taken place with stakeholders and communication will continue to raise awareness of the closures with business and local residents.  The Project webpage will also be kept up to date with general information and information pertaining specifically to the traffic management over this period. 

Updates on Phase 1 was provided in the 4th June 2026 Policy & Resources Committee Capital Budget Monitoring, and on Phase 2 Station Road at the Place & Neighbourhood & Corporate Assets Committee in May 2026.

Further funding has been secured from Transport Scotland, which was confirmed later in June 2026.  This will enable the delivery of Phase 2 Station Road (Report PNCA/010/26/AK) and provides some additional budget to support Phase 1.  Phase 1 secured an initial project budget of £1.68m, made up mostly of external funding (Report PNCA/031/25/DG).  The additional external funding secured will further support this phase, giving an overall project budget of £2.2m.

The project phases will continue to be reported through Policy & Resources Capital Programme, and this will include any exceptions in relation to programme and affordability within current budget limits.
