    This Technical Note will be published on the Council’s website following circulation to Members. Its contents may be disclosed or shared outwith the Council.

  • The purpose of this Technical Note is to update Members regarding the First Minister’s announcement of the Programme For Government 2026 – 2031 during a session of the Scottish Parliament on 1st September 2026
  • Members will be aware that the First Minister addressed the Scottish Parliament yesterday and in doing so set out the Programme for Government over the lifetime of this parliamentary session. Read the Ambitious for Scotland Programme for Government 2026 – 2031 PDF.
  • The Programme includes radical proposals for reform of the public sector, including plans to empower regions and communities, whilst simplifying the public sector landscape. As part of these reforms, the First Minister announced the commencement of a three-month consultation focussing on these reforms and local governance
  • Officers are considering the Programme and will continue to do so as more information becomes available. Members will be kept updated throughout.
