The purpose of this Technical Note is to inform Members that the Council has received notice from Glasgow City Council that the Proposed Plan for ‘City Development Plan 2’ has been published for public consultation, and that a draft response to the plan will be prepared by officers.  

Background

  • The Council received notice on 21 August 2026 that the Proposed Plan for the Glasgow ‘City Development Plan 2’ had been published for public consultation. The Council has been notified as a neighbouring planning authority, as is required by the Town and Country Planning (Scotland) Act 1997 (as amended)
  • The period for making representations on the Proposed Plan runs until 18 November 2026. Full information on the plan and background documents can be viewed by visiting the City Development Plan Information Hub on Glasgow City Council’s website. Any East Dunbartonshire residents looking to make representations on the plan can do so via the City Development Plan hub
  • Officers will consider the provisions within the Proposed Plan and prepare a formal response from East Dunbartonshire Council. It is expected that a draft of the response will be reported to Place Neighbourhood and Corporate Assets committee on 5 November 2026 for Member approval prior to submission to Glasgow City Council
  • An initial check of the Proposed Plan has identified that there is a proposed housing release adjacent to the boundary with East Dunbartonshire – situated to the west of Bishopbriggs (Milton North, Site Ref CfS240133). Officers will continue to assess the plan for potential provisions and allocations which may have an impact upon East Dunbartonshire and incorporate these into the draft response where appropriate
