The purpose of this Technical Note is to update Members on the recommendation made by the Directorate for Planning & Environmental Appeals (DPEA) that the Council withdraw its Local Development Plan Evidence Report, and to advise Members that the Evidence Report has subsequently been withdrawn by Officers. The Technical Note also sets out the proposed next steps for the preparation of a revised Evidence Report.

Background

  • The Local Development Plan Evidence Report was prepared and submitted to the DPEA following consideration by Members at the meeting of the Council on 25 June 2026. The preparation and submission of the Evidence Report, including the approach taken to establishing the Indicative Local Housing Land Requirement (ILHLR), was reported to Members through item 21 of the June Council meeting and Technical Note 2026/75. The Evidence Report was submitted to the DPEA in June 2026.
  • Following submission of the Evidence Report, advice was received from the DPEA by email on 28 July 2026 recommending that the Evidence Report be withdrawn. The principal issues identified by the Reporter relate to the approach taken to migration in the application of a mobile demand deduction in estimating the ILHLR and the treatment of the 2022-based household projections.
  • Officers requested a meeting with the DPEA to discuss the issues they have identified. Having received informal guidance from the Deputy Chief Reporter, it was agreed that the Evidence Report be withdrawn in order that the matters identified by the Reporter can be considered further and addressed through a revised Evidence Report.
  • The concerns raised by the Reporter relate only to the setting of the ILHLR and the evidence and methodology underpinning this aspect of the Evidence Report. The recommendation to withdraw the Evidence Report should therefore not be interpreted as indicating that the Evidence Report as a whole is deficient. In particular, the additional information provided in relation to the Infrastructure First approach, which was agreed by Council prior to submission in June, appears to have been accepted by the Reporter.
  • Officers will now consider the Reporter’s comments in further detail and undertake additional technical work to address the matters raised. This will include further consideration of the 2022-based household projections, the approach that should be taken to mobile demand, and further analysis of the constraints and limitations on future housing growth in East Dunbartonshire. The outcome of the work will inform the preparation of a revision to the Housing Land Supply section of the Evidence Report. It is anticipated that this will result in a revised ILHLR figure.
  • Should the additional analysis result in a proposed change to the ILHLR figure, it will be necessary to carry out further targeted engagement with parties who were previously involved in consultation in relation to the ILHLR. The nature and extent of any further engagement will be determined as the technical work progresses, with the intention of ensuring that relevant parties have an appropriate opportunity to consider and comment on any changes to the ILHLR.
  • The withdrawal of the Evidence Report and the requirement to prepare a revised version will have implications for the current Development Plan Scheme (DPS). The current DPS was approved by PNCA Committee on 06 November 2025 (ref PNCA/050/25/SMCN). Officers will review the DPS and identify amendments required to reflect the revised programme, including the anticipated timescales for preparation, consideration and submission of the updated Evidence Report.
  • Officers will immediately commence the technical work required to address the Reporter’s comments and prepare the revised Evidence Report. It is intended that following any necessary engagement the revised Evidence Report will be subject to discussion at a Local Development Plan Working Party in November and will be reported to Council in December for approval to submit to the DPEA. It is expected that the updated DPS will also be reported to December Council.
