Technical Notes 2026, Issue 100 - Roads & Neighbourhood Services 2026/27 Carriageway and Footway Resurfacing Programme – Quarter 1 Update
Details
- The purpose of the Technical Note is to provide Members with an update of the 2026/27 Roads & Neighbourhood Services Carriageway and Footway Resurfacing Programme following the completion of Quarter 1 (April, May, and June)
- The Technical Note highlights the work programmed associated with internal and external resources as well as providing an indication of when this work is programmed to be undertaken. Although this may change throughout the year
- In addition, the tables also highlight which locations have tested positive for the presence of coal tar as this work will be undertaken solely by external contractors, as the spoil created is considered a specialised waste and needs to be removed from site
- All works will or have already been logged via the Scottish Road Works Register (SRWR), so that the road space was booked with no conflicting works at the location or on the diversion routes (if required). If a location is marked TBC the booking has yet to be completed and will be arranged during the coming financial year. Dates are subject to change as emergency work by the Service and/or utility providers may be prioritised
- The Service will provide further quarterly progress update via Technical Notes in October 2026, and January 2027 along with a final update in April 2027
- The overall programme is subject to change and may evolve during the year, as the Service must react to circumstances e.g., utility emergency work may require the Service to postpone or alter timescales to accommodate statutory service providers who may take priority in emergencies
- Cold Tar Testing is a requirement for planned resurfacing works that will also affect future programmes. Testing is ongoing and will shape which locations are progressed and by whom. Locations that test positive for Coal Tar will be undertaken by external resources due to the specialist nature of the waste materials created
- The table which you can find in the document section below shows the 2026/27 Roads Carriageway Resurfacing Programme and the work which will be completed by internal resources working on non-coal tar locations as part of core capital works
- At this stage, there are no carriageway resurfacing works planned for 2026–2027 at known coal tar-impacted locations. Should any work be scheduled at these locations in future planning cycles, details will be provided in subsequent Technical Notes
- At this stage, there are no Footway resurfacing works planned for 2026–2027 at known coal tar-impacted locations. Should any works be scheduled at these locations in future planning cycles, details will be provided in subsequent Technical Notes
- In summary, the Service is commencing the year with the aspiration to complete the 46 carriageway and 11 footway locations listed but will add others if additional external resources can be secured during the financial year
- Following the completion of Quarter 1 the Service has completed 15 (32%) carriageway and 2 (18%) footway locations listed in the original programme.
