Technical Notes 2025, Issue 85 - Electric Vehicle Charging Infrastructure
- The purpose of this Technical Note is to provide an update on work ongoing through a regional collaborative approach to expand the public electric vehicle charging infrastructure (EVCI) network across the 8 local authorities of Glasgow City Region (GCR), and updates on work progressing in the meantime relating to existing EVCI.
- The Transport Working Group (TWG) on the 3rd of April 2025 was provided with an update on the regional collaborative work through Report TWG/02/25/DG. The TWG also discussed on going work to the local network.
- The TWG Report TWG/02/25/DG followed on from Report PNCA/017/24/DG which was approved at the Place, Neighbourhood & Corporate Assets Committee in May 2024. Report PNCA/017/24/DG instructed Officers to progress procurement work as part of the collaborative arrangement with the GCR, to engage a commercial partner via a Concession Model contract to deliver EVCI across the eight local authorities. It also approved entering into the Inter Authority Agreement (IAA) among the 8 local authorities, that will be finalised at the point of entering into a contract with a commercial partner to set out ongoing contract operating and management for when the contract goes live.
- Report PNCA/017/24/DG outlined why this model should be adopted by the GCR and in East Dunbartonshire. East Dunbartonshire is one of the smaller local authority areas within the GCR, with the fewest publicly accessible charge points currently installed and the lowest forecast requirement, which reflects a high proportion of properties with private driveways. Entering into a stand-alone contact would be of less interest to a CPO, than a stand-alone contract with a large local authority.
- By being part of a joint procurement means there will be one Charge Point Operator (CPO) for the GCR, and these costs are shared across all locations in the region, resulting in significant economies of scale that the Council could not access alone. However, it is important to note that in return for this level of collaboration and adopting a Concession Model contract to deliver EVCI, the Council may require to compromise on certain policy aspects so as to ensure parity across the GCR authorities.
- Expert technical support has been procured to support the selection process of preferred EVCI points across the region. The consultancy Jacobs is undertaking work to form possible location points. The commercial arrangement will mean the CPO contractor will have input into finalising these locations when they are procured. The work Jacobs is undertaking at the moment involves analysis of various factors to help determine suitable possible charger locations, including; flood risk, charging provision, charging demand, and interaction with existing active and public travel routes. The Social Index of Multiple Deprivation is also examined to ensure provision is considered in areas of deprivation.
- The work Jacobs are currently undertaking needs to conclude in April 2025. Meeting this timeline is critical to inform the tender documents for the procurement of the CPO contractor. Exact timescales cannot be provided currently for the appointment of the new regional CPO and are subject to the procurement process. The procurement of a new regional CPO contractor enables the installation and management of EVCI points across the area as a follow on from the existing Charge Point Scotland contract which is now expected to finish early next summer.
- The Council is currently undergoing a procurement exercise to appoint a new maintenance provider for the existing Charge Points. This will be an 18-month contract with the opportunity to extend the contract for a further 12 months, if required. That will ensure the Council has suitable maintenance cover in place until handover to the GCR collaboration. Alongside Maintenance Cover this will also facilitate the commissioning of the three 7kW Charge Points at Lennoxtown High Park and procuring the installation of 10 charge points, one 7kW, eight 22kW and one 50kW Charge Point across a variety of locations. This will replace four existing charge points which have been damage beyond repair; the 7kW Charge Point at Kenmure, Bishopbriggs, the 22kW Charge Points outside the Lennoxtown Hub and in Eastside, Kirkintilloch and the 50kW Charge Point at William Patrick Library, Kirkintilloch. It will also provide five new 22kW charge points to grow the network in Kirkintilloch; one at the Hillhead Community Centre and two at each of Barleybank Car Park and Kirkintilloch Leisure Centre.
- The Council is continuing to work with SPEN to conclude legal agreements regarding the Charge Points at Mugdock Road Car Park. Once completed the 22kW and two 50kW Charge Points will be added to the EDC network.
Next steps
- Officers will continue to engage with the GCR to progress work on the contract for regional EVCI provision and continue to undertake any necessary charger repair and installation work in local network.
