  • The purpose of this Technical Note is to update Members on the installation of mechanised crossing points across the East Dunbartonshire Council area.
  • The installation of 15 additional mechanised crossings was approved as part of the budget process agreed at the Council meeting held on 6th March 2025 following a review of the current School Crossing Patroller sites.
  • It was agreed that the Roads Service would take forward the installation of the 15 new mechanised crossings during 2025/26.
  • The Service assessed each of the existing school crossing patroller sites and identified the nearest suitable location to accommodate a mechanised crossing. It should be noted that this is not necessarily at the same existing location.
  •  It should be noted that the installation of the mechanised crossings is carried out under the Roads (Scotland) Act 1984 and does not require a Traffic Regulation Order or statutory consultation.
  • The Service has completed 8 of the 15 and is on track to complete the installation of all 15 by April 2026. However, the installation of the mechanised crossing on Maxwell Avenue, Bearsden has been paused following several enquiries by the local community as the new mechanised crossing point is not in the same location as the existing unmanned school crossing patroller site near Westerton Library.
  • The proposed new site was selected following a technical assessment and the decision was taken that the existing school crossing patroller site was not suitable due to the proximity of the junction with Stirling Avenue and the potential for driver visibility being impacted while the crossing is activated.
  • The new mechanised crossing could not be placed further south on Maxwell Avenue due to the car park access at Westerton Library. In addition, the road including the bend has double white line restrictions because of reduced forward visibility. Potentially placing a mechanised crossing point further south may cause issues with sightlines and queuing traffic if the signals were at red.
  • The Service has agreed to pause the work to undertake additional traffic and pedestrian surveys in advance of any final decision being taken on the installation at this location.
  • The Service will share the survey information and provide a further update in due course.
