This Technical Note will be published on the Council’s website following circulation to Members. Its contents may be disclosed or shared outwith the Council.
This is the first in a series of Technical Notes to update Members on arrangements for a By-election, which is required to fill the vacancy in Ward 3 – Bearsden South.
The Chief Executive, as Returning Officer, is required to arrange a by-election within 12 weeks of a councillor vacancy becoming effective. There is some allowance given for the 4 public holidays over the Christmas and New Year period which means that the deadline for the by-election is 18th Feb 2026.
Members will be aware that the election of councillors includes an electronic count to best manage the proportional representation requirements. This process is dependent on the availability of third-party contractors to manage the e-counting and to support elements of postal voting, printing ballot papers etc.
Following consideration of relevant factors and engagement with necessary third-party contractors, the Chief Executive acting in her capacity as Returning Officer has determined that the By-election for the current vacancy in Ward 3 Bearsden South will take place on Thursday 29th January 2026.
Detailed plans are being developed, including the timetable which will govern key dates and deadlines such as publication of the Notice of Election, the nomination period, and deadlines for voters to apply for postal votes etc. These deadlines and associated arrangements are being progressed. A detailed timeline will be available shortly and further Technical Notes will be issued as dates are set, and arrangements finalised.
If Members have any questions meantime, please contact Karen Donnelly or Lesley McKenzie.
