Details:

1.    The purpose of this technical note is to update Elected Members on actions undertaken in advance of the enforcement of the national pavement parking ban. As previously advised, enforcement will begin in East Dunbartonshire on Monday 1 September 2025.

2.    The Transport (Scotland) Act 2019 prohibits pavement parking, double parking and parking across dropped kerbs, and powers have been granted to councils to enforce the legislation.

3.    Recruitment of Community Wardens who will carry out the enforcement in East Dunbartonshire through the issuing of penalty charge notices (PCNs) is complete, with training of the full cohort progressing well in advance of the go-live date.

4.    Exemptions are in place for 13 locations in East Dunbartonshire that met the strict criteria following a stringent assessment process. Pavement parking is allowed in these exempt locations to allow the safe passage of emergency vehicles.

5.    Exemption Traffic Regulation Orders (TROs) were made on 19 June 2025, following Council approval and the Notice of making the TROs was published on the Council website on 30 June. 

6.    East Dunbartonshire residents were advised that Pavement Parking enforcement would begin later this year in an insert to their Council Tax bill in March. 

7.    As previously advised, a comprehensive communications plan to raise awareness of the start of enforcement is in place and the Pavement Parking Ban webpage established on the Council website advises of the date enforcement will begin. 

8.    Communications activity undertaken so far includes:

  • Meeting with Scot Govt Strategy and Insight Manager on their research and campaign around the legislation
  • New Pavement Parking enforcement webpage created with over 6000 views to date
  • Council Tax insert - Leaflet included in Council Tax letter which is delivered to all households
  •  Regular social media posts from 21 June onwards
  •  Media release issued on 20 June with coverage on 21 June and 2 July
  • Letter issued to all parents/carers via the schools prior to summer break
  • Information included in August’s Tenant Participation newsletter
  • Posters displayed in key Council venues including Community Hubs, Libraries, Leisure Centres and, Community Centres advising when enforcement is due to begim
  • Customer Services telephone message - Message currently playing for customers calling Customer Services informing them of enforcement implementation date

9.    Further planned communications activity will include:

  • Social Media posts from August until after 1 September
  • Reminder letter to parents/carers via schools before 1 September
  • Media release reminder w/c 1 September
  •   Any other relevant opportunities

10. A full Communications report will be created at the end of September detailing activity and impact.

11. In the weeks prior to enforcement beginning, visible Community Warden patrols will be carried out throughout the area, with Wardens engaging with the public and advising that enforcement action is due to begin

12. Formal pavement parking signage is being erected in the streets where exemptions are in place from 17 August 2025. This will be completed in advance of the go live date, to clearly advise of the exemptions. All exemptions in East Dunbartonshire can be found on the Pavement Parking webpage.
