The purpose of this Technical Note is to provide an update on East Dunbartonshire Council proposals to roll out 20mph speed limits across the local authority area.
Initially the Service brought forward the proposal to the Place, Neighbourhood and Corporate Assets Committee on 17th October 2024 under PNCA/032/24/OJ which is attached to this Technical Note.
The purpose of the initial PNCA report was to seek Committee approval to progress a proposal to install 20mph speed limits on all residential roads across East Dunbartonshire Council starting with Bearsden and Twechar as Pilot Project.
The term “pilot” was used in reference to the way that the Traffic Regulation Order (TRO) process would be progressed in that each TRO would be progressed on a geographical basis to make the statutory and public consultation processes more manageable for officers and this is covered in 3.6 and 3.7 of the original report.
In addition, the term “pilot” was used in reference to how the public would respond to 20mph in a rural and urban setting. This is why Bearsden (urban) and Twechar (rural) were the first two geographical areas selected for the 20mph TRO process. This proved worthwhile as there were 98 maintained objections for Bearsden and zero for Twechar.
To clarify, it was always the intention to progress the TRO processes for the remaining geographical areas. It was never the intention to wait for the implementation and outcome of the Bearsden and Twechar TROs before progressing the remaining TRO processes.
I would also highlight that currently Transport Scotland funding associated with the implementation of 20mph is only committed in 2025/26 so any delay to review the outcome would be a potential funding risk if the Service missed out on current funding available.
The Service will continue to monitor and survey roads in all areas across East Dunbartonshire to monitor speed and traffic volumes. This includes Bearsden and Twechar and the Service is committed to reporting back on Bearsden and Twechar once the new speed limits is active and have had time to take effect.
The Service is also happy to commit to reporting back on the remaining areas subject to the approval of the proposed TROs.
Each remaining geographical location will be subject to individual TRO processes and individual reports will be brought back to PNCA for consideration once the consultation processes have been completed.
This will allow the PNCA committee to consider the findings of the consultation and recommendations for each of the remaining geographical locations.
