Technical Notes 2025, Issue 111 - Lennoxtown Main Street Project Update
- The purpose of this Technical Note is to provide Elected Members with a funding and brief project update. This Technical Note follows TN 081-22 Lennoxtown Regeneration Project Update.
- Officers have successfully applied to Transport Scotland’s Active Travel Infrastructure Fund receiving an award of £1.02m towards the project. The grant is payable from the period commencing 1 of April 2025 to 31st March 2026.
- Transport Scotland require the Council to deliver a project which is in line with Cycling by Design, Designing Streets and Inclusive Design for Town Centres and Busy Streets guidance. Constructing high-quality Active Travel infrastructure contributes to the four priorities of the second National Transport Strategy (NTS2) vision – to reduce inequality, take climate action, help deliver inclusive growth and improve health and well-being.
- Plans for the project are at an advanced stage of detail, have been informed by community consultation and aim to highlight the town’s heritage and natural assets.
- Confirmation of funding from Transport Scotland triggered the start of the procurement process to appoint external contractors for phase 1. Delivery of phase 2 is subject to future funding awards.
- Phase 1 will focus on the area of Main Street from Crosshill Street to School Lane. It will deliver traffic calming measures, material upgrades and landscaping enhancements to improve the safety and aesthetic appeal of the street. This phase will also include landscaping improvements to the gardens of the Campsie Memorial Hall, to complement the refurbishment of the building, along with resurfacing of the adjacent Lennox Square car park.
- Phase 1 construction is estimated to start late 2025 and conclude Summer 2026. The exact programme is still to be confirmed.
- The total funding for Phase 1 works will come from a variety of sources. Including from Transport Scotland, supplemented by contributions from the EDC Capital Programme, UK Shared Prosperity, Levelling Up and other funds.
- This project sits alongside two other capital regeneration projects being progressed in and around village centre by the Council - the Campsie Memorial Hall refurbishment (in partnership with the Hall Trust), and the Lennoxtown Greenspace project. Both of which are enabled by external funding secured by Officers and a level of match from the Council’s Capital Investment Programme.
Next Steps
- Continue to progress work to procure a contractor for the construction stage.
- Prepare for information sharing in the local community and with local businesses.
- Report to a future Place, Neighbourhood & Corporate Assets Committee with updates on the project and the main works contractor, prior to signing of any contract and site start.
