  • The purpose of this Technical Note is to advise Elected Members that enforcement of the national pavement parking ban will begin in East Dunbartonshire on Monday 1 September 2025.
  • The Transport (Scotland) Act 2019 prohibits pavement parking, double parking and parking across dropped kerbs, and powers have been granted to councils to enforce the legislation.
  • Recruitment of Community Wardens who will carry out the enforcement in East Dunbartonshire through the issuing of penalty charge notices (PCNs) is progressing, with training underway for the first cohort, and further recruits beginning in the coming weeks.
  • Exemptions are in place for 13 locations in East Dunbartonshire that met the strict criteria following a stringent assessment process. Pavement parking is allowed in these exempt locations to allow the safe passage of emergency vehicles.
  • Exemption Traffic Regulation Orders (TROs) will now be finalised (following the previous public consultation and approval by Council for the exempt streets. These Exemption TROs will be published for the final time on the Council website in the coming days and notices to advise of the making of the Orders will also be displayed on the exempt streets.
  •  East Dunbartonshire residents were advised that Pavement Parking enforcement would begin later this year in an insert to their Council Tax bill in March.
  • A comprehensive communications plan to raise awareness of the start of enforcement will begin this week, beginning with a media release and social media messaging.
  • The Pavement Parking Ban webpage established on the Council website will also be updated to advise of the date enforcement will begin, and an FAQ section will be added and regularly updated as enquiries are received.
  • The Communications Plan will also include:
    • Regular social media posts throughout the summer 
    • Regular media updates in the lead up to enforcement beginning
    • Updates included in tenants newsletters
    • Updates issued through communications to school communities (before and after the school summer holidays)
    • Updates to Community Councils
    • Posters with a QR code link to the Pavement Parking webpage in key Council locations such as:
      •  Community Hubs 
      • Community Centres
      • Enterprise Centres
      • Leisure Centres 
      • Libraries
  • In the two weeks leading up to enforcement beginning, visible Community Warden patrols will be carried out throughout the area, with Wardens engaging with the public and advising that enforcement action is due to begin.
  • Formal pavement parking signage and road markings will be erected in the streets where exemptions are in place to clearly advise of the exemptions. All exemptions in East Dunbartonshire can be found on the Pavement Parking webpage.
  • Further updates will be provided to Members as key milestones are reached in the lead up to enforcement beginning on 1 September.
