Westerhill Development Road
Work is taking place on the Westerhill Development Road (WDR) – 2km of new/upgraded road in Bishopbriggs, which aims to unlock key business sites, create jobs, boost transport links and reduce congestion.
The WDR is a key element of the Council's £46.77 million Place and Growth Programme – supported by the Glasgow City Region (GCR) City Deal.
A Full Business Case (FBC) was approved at a meeting of the Glasgow City Region Chief Executives' Group on 12 February 2026. View an Executive Summary of the Full Business Case.
That released the necessary funding, allowing a contractor to be put in place to deliver the WDR – Balfour Beatty (appointed via the SCAPE Scotland Civil Engineering framework).
Construction work on the WDR – previously referred to as Phase 5 of the Bishopbriggs Relief Road – is taking place between May 2026 and the end of 2027.
It includes 2km of new/upgraded road and three new roundabouts, extending the existing Westerhill Road from Lochgrog Roundabout to Crosshill Road, parts of which will be replaced, and an upgrade to Torrance Roundabout on the A803 Kirkintilloch Road, including all four approaches.
In addition, an active travel route will be created on the western side of the WDR for walking, wheeling and cycling, with signalised crossings and provision for future bus stops.
Environmental works include wildlife passages and tunnels, planting throughout, an acoustic fence along part of the route, landscaping and Sustainable Drainage Systems to minimise disruption to existing water levels.
The WDR is part of the employment-focused Westerhill Regeneration Area Masterplan, which aims to unlock strategic business sites – with the long-term aim of bringing more jobs to the area – while reducing non-essential traffic in Bishopbriggs town centre.
The Council will continue to examine possible sources of external funding to help support the delivery of the Masterplan, while liaising with landowners, businesses and relevant agencies to attract potential employers and commercial investment. The WDR project will support the objectives, challenges and needs identified in the Council’s approved City Deal business cases.
Its objectives are to:
- Help to unlock land parcels for commercial development within Westerhill Regeneration Area
- Increase Gross Value Added (GVA) – the economic value of goods and services produced locally – by attracting improved and diverse, quality jobs
- Attract new businesses to the area
- Improve availability and suitability of space for small businesses
- Enhance the Bishopbriggs Air Quality Management Area (AQMA)
- Provide environmental protection and enhancements
- Improve connections and access for a skilled workforce.

A construction welfare/office compound area is situated off Crosshill Road, adjacent to Bishopbriggs Golf Range.

The contractor is responsible for planning, managing and delivering the works, including day-to-day operational decisions.
The Council has procured services in the form of a NEC Project Manager, cost consultant and NEC Supervisor. These services are in place to provide regular checks and liaison with the contractor in relation to the delivery of the works contract.
The Council, along with the external supporting services, will meet regularly with the contractor on site to discuss progress of the works.
The Council requires the contractor to carry out delivery of the works in a manner which minimises disruption. Where concerns are highlighted to us, they will be raised with the contractor.
There will be periods where Temporary Traffic Management (TTM) will be required on the road network surrounding the Westerhill development area. Torrance Roundabout, Crosshill Road and Lochgrog Roundabout will have TTM in place for several periods, with night closures also planned to minimise the impact on the public.
Temporary traffic management dates, durations and roads impacted will be highlighted via the roadworks webpage, the usual notification process, and direct engagement with local businesses and residents who will be immediately impacted by TTM.

The programme is supported by £31.96 million from the UK and Scottish Governments through Glasgow City Region City Deal.
Working hours may vary at certain stages, as the contractor seeks to complete works as quickly as possible to limit disruption.
Balfour Beatty has pledged to do all it can to accommodate an efficient and hassle-free construction phase.
There will inevitably be times of inconvenience as vital stages are reached, but the contractor will strive to ensure these occasions are kept to a minimum and will always aim to communicate clearly in advance.

Consultation was held on five potential options for the new Westerhill Development Road between 29 May and 22 June 2023. The preferred route was announced in January 2024.
The design was then further developed based on additional information. This included feedback received from public and stakeholder consultation, the results of ground investigation work undertaken in late 2023, additional environmental surveys and a cost exercise to ensure affordability.
As part of its requirements under the Planning (Scotland) Act, the Council carried out pre-application public consultation for the Westerhill Development Road.
A pre-planning application consultation event took place between 8 November and 29 November 2024. There was an online StoryMap and webpage, as well as a public drop-in session in the War Memorial Hall, Bishopbriggs, on 11 November 2024. You can view the archived consultation webpage.
Further pre-application public engagement – including another drop-in event – took place in February 2025, prior to the planning application being submitted.
A planning application for Westerhill Development Road (WDR) was approved at a meeting of the Planning Board on 21 October 2025.
The Balfour Beatty project team has made contact with key stakeholders linked to the project, including residents and businesses. Where works directly impact upon local stakeholders, direct engagement – via noticeboards, letters, emails and face-to-face meetings – is taking place where necessary.
Balfour Beatty has pledged to do all it can to accommodate an efficient, safe and practical working environment for all stakeholders and recognises the importance of communication during the project.
The WDR is a key part of the Westerhill Regeneration Area (WRA) Masterplan – covering 300 hectares of land in Bishopbriggs. The WRA Planning Guidance, adopted under the Council’s Local Development Plan (2024), identifies 35 hectares of new employment land.
The completion of the WDR will physically unlock this land, providing access to enable the delivery of commercial floorspace, estimated to be in the region of 70,000 square metres or more.
The Masterplan is a long-term vision to shape development within the WRA to encourage investment and employment opportunities.
