Employee News 2022, Issue 28 - Pay Award 2022/23 - Update

Further to Employee News 20/2022 issued on 2 September 2022, I can now update you on the 2022/23 Pay Award.

Agreement has now been reached on pay awards for employees whose terms and conditions of service come within the framework of the Scottish Joint Council for Local Government Employees.

The details of the pay uplift agreement is as follows:

  • The agreement covers the period from 1 April 2022 to 31 March 2023.
  • An increase to the Scottish Local Government Living Wage rate to £10.85 per hour.
  • For those on the Scottish Local Government Living Wage and SCP (Spinal Column Points) 19-24 a £2,000 uplift (calculated on a nominal 36-hour full-time working week).
  • At remaining SCP an undifferentiated 5% or a £1,925 uplift (calculated on a nominal 36- hour full-time working week), whichever is larger.
  • A cap on the uplift for those currently earning £60,000 or more at a £3000 uplift (based on a 37-hour week).
  • A 5% uplift to other local payments in line with increases to national allowances including First Aid Allowance, Standby Allowance.

Please note the salaries quoted above are full time equivalent salaries and the pay award will be pro-rated for those colleagues working on a part time or term time basis.

The implementation of the new rates and associated back pay will be included in and effective from the following dates:

The Pay Scales effective from 1 April 2022, have been updated and are available on the Employee Zone (Pay Scales)

If you are due to leave the Council prior to the pay award being applied to your salary, you should write to the payroll team (payroll@eastdunbarton.gov.uk) requesting that once the pay award as been applied to the system, that as a leaver your record be processed. Due to the timing of the pays dates you should be aware that this will be processed in early 2023.

Employees in receipt of Universal Credit

East Dunbartonshire Council employees receiving Universal Credit are likely to see their Universal Credit impacted by the 22/23 Local Government pay award.  Further information on this can be found on the Employee Zone, which can be accessed on any device including personal devices.

As Universal Credit is based on your own personal circumstances, the Council does not know if you may be affected.  Further help can be obtained from Jobcentre Plus staff.

SSSC Fees

In addition to the pay uplift SSSC fees for all roles and grades will be paid on a recurring basis – further guidance for employees will be issued when received.

Annual Leave

An additional day of annual leave (pro-rated for part-time) to be added to the leave entitlement for all employees.  This will be allocated and taken in line with existing Annual Leave guidelines.
