Details: 
  1. The purpose of this Technical Note is to provide Members with an update on the process for adopting the Green Infrastructure and Green Network supplementary planning guidance.
     
  2. Report number PNCA/005/23/AL remitted officers to submit the finalised Green Infrastructure and Green Network supplementary planning guidance to Scottish Ministers, as per the requirements of planning regulations, before the Council formally adopts the guidance.
     
  3. The document was submitted to Scottish Ministers on 27 January 2023. The Council received a Direction Notification on 20 March 2023 advising that a total of 9 modifications should be made before the authority can formally adopt the guidance.
     
  4. All of the stated modifications are to reflect that National Planning Framework 4 (NPF4) has now been brought into force since the Green Infrastructure and Green Network guidance was submitted to Scottish ministers. As such, the modifications remove all references to previous Scottish Government policy and replace this with strengthened links to NPF4 and individual specific polices, to reflect the enhanced status of NPF4 as forming part of the development plan.
     
  5. The amendments also remove references to the Clydeplan Strategic Development Plan 2017 which has been superseded by NPF4.
     
  6. The notification letter has been provided as an Appendix to this Technical Note.
     
  7. Officers consider that there are no major implications of the modifications and indeed the changes will assist in the transition to using NPF4 in the determination of relevant planning applications.
     
  8. Once the amendments are made and the modified guidance is displayed on the Council’s website, there are no further procedures which need to be undertaken. The updated guidance will be available via the Planning Guidance webpage as soon as possible.
