Details: 
  1. In Technical Notes 165 and 168 issued last week, we advised Members of the discovery of reinforced autoclaved aerated concrete (RAAC) in Bearsden Hub during the survey work we were undertaking to establish if it was present in facilities across the Council estate.
     
  2. The further and more intrusive investigative works have been carried out to establish the extent of RAAC usage in the building fabric and to understand the remedial works required.
     
  3. Our structural engineering consultants have advised that RAAC is present in the various roofs of the buildings at the rear of the facility and will require to be removed in full. Unfortunately, the Hub and Halls cannot reopen until such time as remedial works are completed.
     
  4. We are in the process of appointing structural engineers to design an appropriate solution, prepare a tender and provide an indicative cost for the necessary remedial works, with the intention of appointing qualified roofing contractors thereafter to undertake the works.
     
  5. As part of the initial instruction, the structural engineer will be asked to examine options for a phased completion of works to support a reopening of parts of the building, however members should note this may not be feasible as this may compromise the structural integrity of the remainder of the building.
     
  6. Bearsden Hub and Halls, including the carpark, will remain closed for the foreseeable future.
     
  7. As previously advised, Customer Services face to face provision will continue to be delivered through the three other Community Hubs in Bishopbriggs, Kirkintilloch and Lennoxtown.  Library provision will be available through the online library service and other EDLC Trust libraries, the nearest being Milngavie and Westerton.  Officers are currently examining opportunities to deliver services locally during the closure period.
     
  8. The Council’s letting team will engage with all letting customers to inform them that lets in the facility will need to be cancelled, and to support alternative lets where possible.  Officers are currently working on options to reinstate lets at Milngavie Town Hall, whilst ensuring the  vaccination clinics remain unaffected and operate as normal twice weekly from that location.
