  1. This Technical Note provides an update on work relating to actions identified in Report PNCA/031/21/DG.
     
  2. Officers are progressing a project to install new and replace existing signage in and around Kirkintilloch Town Centre to enhance the visitor experience; encourage footfall; promote tourism/unique selling points (including historic and heritage assets); and encourage the use of town centre car parks.
  1. This will include creating new signs to welcome visitors arriving to the town at key locations. Some of these will replace the existing signs situated at key road entry points on the town boundaries which are in poor condition, of varying age and communicate a mixed message in relation to Kirkintilloch’s identity. To complement the town boundary welcome signs, town centre maps and information signs are being developed for the main charging carparks. Following consultation with internal and external stakeholders, the map and sign designs will be finalised before installation takes place.
  1. Cowgate waiting and loading arrangements are being examined. Previous consultation with businesses demonstrated how some businesses receive regular deliveries to the fronts of their units.
    Some units do have private bays to the rear accessed via back lanes, but many of these are not fully utilised. Parking enforcement takes place which tries to ensure non-delivery vehicles do not use the waiting and loading bays available, but this has not stopped delivery vehicles being ticketed while making deliveries when the waiting and loading bays are in use. External expertise is being procured to undertake a more detailed technical study focused on investigating if there are any options to revise the current arrangement to increase the amount of waiting and loading provision on Cowgate, and at private access areas. This will not look at a redesign of the physical streetscape but rather the potential amendment of the Traffic Regulation Order (TRO) to allow for additional waiting and loading capacity on-street.
  1. Work is also being progressed relating to the Catherine Street junction. At the meeting of Council (PNCA/031/21/DG) officers were instructed to further examine the junction relating to signal reinstatement without banned right turns. Officers will present the findings from a study of this in a report to Council later in the year.
