1. The purpose of this Technical Note is to advise Members of the commencement of a period of consultation in support of the preparation of the new Health and Social Care Partnership (HSCP) Strategic Plan 2022-25.  Members are invited to consider this report and provide any feedback or raise any queries that they may have on the draft Strategic Plan.  Members may wish to use the link below to channel their views, or may prefer to direct their correspondence to Caroline Sinclair, Interim HSCP Chief Officer.

2. When preparing its new Strategic Plan, an HSCP Board must ensure that partners, stakeholders and members of the public are actively engaged in the process.  The development of the Plan has been led by the Partnership’s Strategic Planning Group, which has representation across all partners and stakeholder groups.  The HSCP has also undertaken additional wider consultation in two stages, totalling over 15 weeks of active engagement.  

3. During June to August last year, the HSCP asked partners, stakeholders and the general public for views on what the main challenges were for health and social care locally.  The HSCP also asked what the main priorities should be over the next three years, to address these challenges.  The HSCP Board agreed with these conclusions and asked for the new Strategic Plan to be built around them.

4. Taking a continued iterative approach to the development of the Plan, the Strategic Planning Group considered and approved an outline programme of action in support of these priorities and enablers, which was ratified by the HSCP Board at its meeting in December 2021.

5. With this framework developed by collaborative consensus and approved, the purpose of stage 2 consultation is to invite comment on the substantive draft Strategic Plan that has been built around this agreed framework.

6. The consultative draft plan sets out:

  • the overall vision of the partnership for the three-year period;
  • analysis of demographics and local needs;
  • the contextual policy framework and drivers;
  • the key challenges, priorities and enablers for the partnership;
  • a programme of action in support of these priorities and enablers; 
  • associated housing and service commissioning plans and contribution statements;
  • a supporting financial plan;
  • a methodology for progress reporting; and,
  • the process and outcomes of stakeholder and public engagement.

7. It has been important from the beginning to ensure that the HSCP Strategic Plan is consistent with the planning frameworks of both the Council and the Health Board.  This extends to community planning, where the prioritisation of outcome activity and the development of locality approaches is consistent with the East Dunbartonshire Local Outcome Improvement Plan (LOIP) and Place planning.

8. The consultation period runs until 4 March 2022 and the final HSCP Strategic Plan 2022-25 will take account of all comments and feedback received.
