  1. The purpose of this Technical Note is to advise Members of the changes that will be taking place in the week ahead at our 11 Community Recycling Centre facilities across the Council.
     
  2. In 2021 Viridor Waste Management Limited sold sections of their Frontline Operational Business to Biffa Waste Services.  This sale included the collection and disposal of material from East Dunbartonshire’s Community Recycling facilities.
     
  3. Biffa continued the collection from our facilities for a number of months following the sale, however it was evident quickly they were experiencing difficulties due to the style of banks that East Dunbartonshire historically utilised, and they provided notice of service withdrawal.
  1. Waste Services sourced a local temporary solution to maintain the facilities, and also utilised Neighbourhood Service resources to manage the daily overflow of recycling.
     
  2. In early 2022 Waste Service went out to the market to source a new provider to take on the collection and ongoing recycling of the 83 recycling banks from our 11 sites.  This exercise proved unsuccessful.  Waste Services went back to the market a second time, following some feedback from neighbouring authorities and amendments to the specification.
     
  3. Biffa Waste Services were awarded the contract in September 2022.
     
  4. In order to provide the service, we are required to change all our current recycling banks to large industrial wheeled bins, which are being provided by Biffa Waste Services as part of the new contract arrangements.
     
  5. The changeover will be taking place over 3 days, the 14th – 16th December 2022.
     
  6. We will be removing two of the facilities as a result of underuse and difficult access during this time.  The Glebe Car Park, Bearsden facility and the site at High Street, Kirkintilloch.
     
  7. We expect some minor disruption during the changeover period, it is however advantageous that this work takes place prior to the busy festive period.  The sites have experienced issues due to lack of servicing in recent months, and we are keen to rectify this issue.
     
  8. The new contract will allow for frequent collections, less overflow, and the flexibility for Waste Services to assist during periods of high demand.
     
  9. We will engage with Corporate Communications to ensure that residents are aware of the potential disruption, and closely monitor the facilities during the changeover.
