Details: 

1. The purpose of this Technical Note is to provide Members with an update in relation to the procurement of a contractor to lead on survey works at Nithsdale Crescent, Bearsden

2. Following the recent failure to compulsory acquire 4 homes within the building, which remain in private ownership, officers are now investigating alternative options to ensure the long-term viability of the building which will achieve the minimum quality and environmental standards required of housing in the future.

3. The Nithsdale Crescent project will be progressed as part of the wider Affordable Housing Investment Programme which, as advised in Housing Capital Monitoring Report – Period 3 (ref: CF0-26-22-AB), has recently been tendered via the HubWest Scotland Framework, with principal contractors and design teams now appointed to lead the development of proposals for affordable housing across a number of sites.  Planning and design work commenced in August 2022.

4. In support of this at Nithsdale Crescent, updated valuations are also being obtained for each of the properties within the building and revised condition surveys of the building as a whole have been commissioned.  These are anticipated to conclude by mid-October with their findings being used to inform the aforementioned development proposals for the site.

5. Updated feasibility design proposals are anticipated in early 2023 for the project.

6. On-going updates on the Nithsdale Crescent project will continue to be provided via the regular Housing Capital Monitoring Reports and a further update on the wider Affordable Housing Investment Programme will be provided via the revised Housing Capital Investment Plan 2023-24 to 2027-28, due in February 2023.
