Further to my last technical note advising that Thomas Glen had been appointed as Chief Executive of Perth & Kinross Council, I can now confirm the interim organisational arrangements, which will apply from Monday 4 October 2021.

As you know, during the COVID-19 pandemic, both Jamie Robertson, Chief Finance Officer and Caroline Sinclair, Chief Social Work Officer & Interim Chief Officer of the HSCP have been reporting directly to Ann Davie, Depute Chief Executive – Education, People & Business. This reporting arrangement will end and both Jamie and Caroline will report directly to me and will re-join the Corporate Management Team (CMT) with Ann and myself.  Additionally, Karen Donnelly, Chief Solicitor & Monitoring Officer will join the CMT, on an interim basis, reporting directly to me.

Ann will assume interim oversight and line management accountability for the Executive Officers and their portfolios within Place, Neighbourhood & Corporate Assets, including liaison with the General Manager of the East Dunbartonshire Leisure & Culture Trust (EDLCT), in addition to the remaining Education, People & Business portfolios.

These interim arrangements will also include a relaxation in command and control protocols whereby Elected Members can contact Executive Officers direct in relation to service specific enquiries.

This interim arrangement will continue until further notice and I will ensure that all Elected Members are advised of any future changes.
