Any provider of early learning and childcare that is based in East Dunbartonshire, meets the criteria set out in the Scottish Government National Standard for Early Learning and Childcare Providers, has a place available and is willing to enter into a contract with East Dunbartonshire Council can apply to become a Funded Provider.
Funded providers will include early years centres in the private, voluntary and independent sector, and childminders.
To apply, providers will be required to complete a tender process. The tender process for delivering funded hours from August 2020 until July 2024 will open to providers in December 2019 and will be open for at least 30 working days. Following this initial opportunity to tender, the framework will remain open to providers to apply become a funded provider throughout the term of the contract.
Early years centres wishing to tender must do this through completion of the tender on the Public Contract Scotland site: https://www.publiccontractsscotland.gov.uk/ and childminders can apply for a tender application pack at their local Community Hub or by emailing: email@example.com
If successful, applicants will become a Funded Provider and will be included on the East Dunbartonshire Council’s framework for early learning and childcare funded providers, and contact details will be updated on the Council’s webpage.
Parents and carers can apply directly to funded providers to secure a place for their child’s early learning and childcare hours starting from August 2020. Once a place is secured, the parent must apply to the Council for funding for this place when applications open in January and February 2020.
Funded providers contracted to the Council will ensure high quality early learning and childcare provision. If, for any reason, including due to funded providers not meeting set standards, a funded cannot provide placements, the funded provider must fully cooperate with the Council to ensure children’s requirements continue to be met, and parents and carers are fully informed in relation to securing alternative arrangements for delivery of funded entitlement.
The Council will meet regularly throughout the contracted period with funded providers and will provide support, advice and training opportunities.
